This article investigates cultural trends and promotion of cultural establishments in the northeastern USSR in the 1950s and 1960s. I examine the relationships of the government and intellectual network in the context of new sociocultural policy in the unusual conditions of the outgoing Dalstroy epoch. The Magadan Region underwent a kind of "perestroika" in this period, but it was a "perestroika" within the outlined ideological boundaries and under conditions of strict party control. The cultural policy and authorities' activity on background changes in public-political life was directed on "de-Dalstroy" process by formation new regional identity and creation of numerous new avenues of regional self-expression in the form of institutions, creative unions, and organizations.

The article explores the main changes in the development of the social sphere of the Magadan region in 1954-1957, with focus on the demographic situation, social groups and employment of the population. The features of the implementation of state policy was accompanied by the transition to free labor at the Dalstroy enterprises, increased attention to the development of public health and ensuring public safety of the population arriving in the North-East of the USSR.

The article explores the features of public administration and the activities of management stuff in the conditions of socio-political changes of the North-East of the USSR in 1954-1957. An important factor in the development of the region was the relationship between the Dalstroy elite and regional party and soviet leaders of the Magadan Oblast, created in December 1953.

For many years, the Rare Books Department (Book Museum) of the Russian State Library has been conducting up-to-date work on the description of ex-libris, which contributes to the disclosure of the Department's collections. The main goal of this research is to identify, record, study, publish, and thereby show the variety and richness of the ownership marks found on books. This article is devoted to the book marks of the German bibliophile Prince George III of Anhalt (1507—1553) from the collection of the Russian State Library. In the Russian-language research literature, Prince George's book marks have not been considered before. The highly valued private library, later named after the owner — "Georgs-Bibliothek", used to be part of the Land Library in Dessau (Germany). A small part of this famous book collection came after World War II to the V.I. Lenin State Library of the USSR and is now stored in the Book Museum. On the example of the small fragment of Prince George's famous library, the article traces the gradual appearance and development of the unique ex-libris of this collection, reveals the literary and bibliophile interests of the owner, and establishes the circle of his communication. In the course of the study, about a hundred owner's marks were recorded, thanks to which there were identified more than 120 publications from the personal collection of Prince George of Anhalt. The article presents the main types of its ex-libris (handwritten, gift, and super-ex-libris), which are reproduced and described in detail.

The article presents the results of an empirical study. The aim of the study is to identify the real factors of the emigration of Russian doctors abroad in the period from 2013 to 2019. The theoretical part of the study was built within the framework of a sociological approach. The theory of "attraction and pushing" by Everett Lee was taken as a basis. In the course of the study, 10 in-depth interviews were conducted with Russian doctors who at the time of the study were permanently living and working abroad. The uniqueness of the results of this study lies in the fact that the empirical object of the study is not doctors who want to go abroad, but doctors who have already moved and at the time of the study are permanently residing abroad. In each interview, questions were asked on the following topics: reasons for moving from Russia, how was the decision-making process to move, how the respondent chose a country for a new place of residence, what were the costs of moving, the respondent's attitude to the Russian healthcare system, the question of returning to Russia.The article is divided into two parts. The first part provides a detailed analysis of the research results with quotes from respondents. The second part describes 4 groups of identified factors of emigration of Russian doctors: pull factors abroad in general, pull factors in the healthcare system abroad, push factors in Russia as a whole, push factors in the healthcare system in Russia. According to the results of the study, it was revealed that the push factors of the emigration of Russian doctors abroad over the attractive ones. Extremely low return migration attitudes have been identified. Also, no significant impact of socio-political and natural-climatic factors of pushing out on the process of emigration of Russian doctors was revealed.

Purpose
To define strategic directions for the Russia's social, economic, scientific and technological development in 2011-2013, a large-scale foresight study including the deep analysis of prospects of biotechnology development there was undertaken (Russia 2030: Science and Technology Foresight). This paper aims to present results of this research.


Design/methodology/approach
The study was based on a combination of technology-push and market-pull approaches that aimed not only to identify most promising science and technology (S&T) areas but also to understand how they can be realized in practice. Representatives from federal authorities, science and business were involved in the project to create future visions of technological directions; analyze grand challenges, weak signals and wild cards; and set research and development (R&D) priorities.


Findings
According to results of the study, Russia has a potential for biotech sector development, although the level of R&D in the majority of areas is lagging behind that in the USA and leading EU countries. However, there are several advanced applied research areas where efforts can be focused. Among them are high-performance genomics and post-genomics research platforms, systems and structural biology, microbial metabolic engineering, plant biotechnology and microbial strains and consortia for development of symbiotic plant–microbial communities.


Originality/value
Concentration of available resources of government and business on biotechnological sector development can help to find answers for challenges that Russia faces today or will face tomorrow. It will help to pick up on the current level of research activities, improve the quality of personnel training, make this area the engine of the economy and carry out the so-called new industrialization of the country, building a new, high-tech device industry.

The article deals with the evolution of the Russian emigration processes at the turn of the 21st century. Based on the quantitative and qualitative analysis of the Russian emigration flows over the past 25 years, the authors highlighted five emigration waves characterized by their main emigrant categories and emigration channels. Attention has been given not only to the size of the emigration flows but also to the emigration flow's own compositional characteristics, especially age structure. The authors' benchmark analysis of the Russian emigration data provided by the Federal State Statistics Service of the Russian Federation and the data on Russian immigrants provided by the national statistics services of foreign countries showed the overwhelming quantitative discrepancies in the migration flows set out in the Russian statistics, thus underestimating the intensity of emigration.

The article presents the results of a sociological empirical study that was conducted from May to August in 2023. Its purpose was to study the attitudes of labor migrants in Russia towards various international integration processes in the post-Soviet space. The objects of the study were workers from Uzbekistan, Kyrgyzstan, and Tajikistan, working in Moscow and the Moscow region. The choice of these countries is not accidental, as they are the main migration donors to the Russian Federation in Central Asia. The uniqueness of the research results lies in the fact that despite the certain "popularity" of such an empirical object as "labor migrants." The analyzed subject has not yet been sufficiently developed theoretically and empirically. Particular attention is paid to the political preferences and migration attitudes of labor migrants. The issue of awareness of foreign workers of the activities of international integration and military-political associations, such as the Commonwealth of Independent States (CIS), the Eurasian Economic Union (EAEU), the Shanghai Cooperation Organisation (SCO), European Union (EU), the Collective Security Treaty Organization (CSTO) and also the North Atlantic Treaty Organization (NATO) is examined. The paper also presents the respondents' assessment of the role of these associations in the development of international processes. Separately, the article examines the relationship between Russia and migrant-sending countries. Based on the results of the study, the authors conclude that respondents have a positive attitude towards integration associations in which Russia plays a key role. Moreover, the socio-political attitudes of foreign workers are characterized by a high degree of loyalty to the foreign policy of the Russian Federation. Migrants overwhelmingly support international cooperation between their countries and Russia and share the foreign policy position of the Russian Federation. In conclusion, labor migrants from Central Asia can be considered as a resource and capital of the influence of Russian "soft power."

Purpose
This paper aims to present a retrospective analysis of the experience gained in the course of 20 years' history of S&T priority setting and critical technologies' identification, in terms of expected and actually achieved effects and lessons learned.


Design/methodology/approach
The methodology is based on analysing project documentation and reports, as well as on interviewing project team members. Each project's effects are evaluated in terms of the six key foresight functions.


Findings
The key factors affecting success of priority S&T areas and critical technologies' selection and implementation have been identified. They include focusing on practical implementation, linking S&T with socio-economic goals, combining thematic priorities with infrastructural and functional ones, as well as integrating priority selection in the S&T policy process.


Research limitations implications
The task of evaluating priority setting exercises over a long period requires a substantial information base to provide a comprehensive comparative analysis. The projects considered in the paper also need to be analysed in a context of socio-economic development.


Practical implications
The lessons learned presented in the paper could contribute to further development of approaches to selecting science and technology priorities and critical technologies, and their more efficient implementation.


Originality value
Priority setting has significant influence on policymaking and decision-making at the national and industry level. The evaluation of a unique 20-year experience provides substantial information and practical hints for further increasing efficacy of this instrument.

This article is devoted to the theoretical and methodological problems of conceptualizing a new branch of sociological knowledge — digital sociology. The transfer of various aspects of human life to the virtual space (to social networks and new media) has created a number of challenges for the classical social sciences that have never been faced before. The main one is the assessment of the impact of social processes taking place in virtual space on the reality around us. Today, the phenomena emerging on the Internet are invading our "physical" world with increasing intensity, the so-called "real virtuality" is being formed. At the same time, an important aspect is the reverse effect on the virtual world of the processes taking place in social reality.The response to the virtualization of social life was the emergence of a new branch of sociological science — digital sociology. Having originated in the mid-2000s, it is actively developing: the problem Jeld is being clarified, its subject is being concretized, and the methodological toolkit is expanding. At the same time, there are also problems, "bottlenecks" that require comprehension and scientific overcoming.Within the framework of this scientific article, the processes of virtualization of public life, the essence and features of an electronic social network account are considered, the author's definition of digital sociology is formed, the methodological toolkit is characterized, and the advantages and challenges of digital sociology are identified.
