This is the first scholarly analysis that examines the development and achievements of the American community development movement. Community development is now a multi-billion industry in the US. Hundreds of Community Development Financial Institutions (CDFIs), located in all regions of the country, have successfully forged locally-based strategies that provide affordable housing, foster business development, and provide much needed community facilities, including innumerable charter schools, in highly distressed communities in inner city neighborhoods, rural communities, and also in American Indian areas. In many areas of the US, CDFIs represent a viable alternative to the mainstream banking industry. This volume documents the positive impact the CDFI industry has had in distressed urban and rural areas in the US.

This report addresses a core issue facing Congress during the 112th Congress: what, if any, additional action should the federal government take to enhance small business access to capital? After briefly discussing the role of small business in job creation and retention, this report provides an assessment of the supply and demand for small business loans. It also examines selected laws enacted during the 110th and 111th Congresses that were designed to enhance small business access to capital by increasing the supply of small business loans and/or the demand for small business loans. This report also includes empirical evidence concerning small business lending and borrowing, including the number and amount of small business loans guaranteed by the SBA.

The Small Business Administration's (SBA) authorization is due to expire on September 30, 2010. The SBA administers several programs to support small businesses, including loan guarantees to help small businesses gain access to capital. This report addresses a core issue facing Congress during the SBA's reauthorization process: what, if any, additional action should the federal government take to enhance small business access to capital?

This report discusses recent actions taken by the FDIC in support of financial and housing markets, which include restoration of the Deposit Insurance Fund, the development of the Temporary Liquidity Guarantee Program, efforts to reduce foreclosures, and establishment of the proposed Public-Private Investment Fund. Legislation such as H.R. 786 (introduced by Representative Barney Frank); H.R. 1106, Helping Families Save Their Homes Act of 2009 (introduced by Representative John Conyers, Jr., with 24 co-sponsors); and S. 541, The Depositor Protection Act of 2009 (introduced by Senator Christopher Dodd with 12 co-sponsors) have also been introduced to increase the effectiveness of the FDIC's efforts to respond to recent market weaknesses.
