The paper considers the cultural code of polyethnic Pridnestrovie in the cultural discourse. The cultural code is the key to understanding the culture of the peoples living in this territory, taking into account the unique features of historical development paths that allow representatives of various nationalities to peacefully coexist and develop in the conditions of non-recognition. The Pridnestrovian Moldavian Republic, formed on September 2, 1990, exists de facto, but not recognized de jure.The culture of the population living there was formed under the influence of both geographical, historical, registering, organizational aspects and political factors, and as a response to the ongoing discriminatory interethnic policy of neighbouring Moldova. This is due to the multinational composition of the republic (more than 70 ethnic groups), which is reflected in the heterogeneity of culture — in the form of intersection of cultural circles of various ethnic and cultural branches (Eastern Romanesque, East Slavic, South Slavic and Turkic). Assimilation processes taking place on the territory of the newly formed multi-ethno-cultural state have led to the formation of just such an ethnic consciousness of the population, which is united not only by a single history and territory, language and culture, but also on the basis of a formed special mentality, characterized by a tolerant worldview. Through the prism of historical realities, legislative acts, state cultural policy, the author considers the necessity of applying multiculturalism, which allows ensuring the rights of ethnic communities of Pridnestrovie, preserving and developing their cultural differences.The author proposes for consideration and discussion his vision of the markers of the cultural code — ethnic culturalness, ethnic tolerance, Russian culturalness and information culture. In Pridnestrovie, where Orthodox culture dominates with clearly expressed values of poly-confessionality, intercultural communications are built on the basis of preserving their national and cultural identity, contribute to a positive perception and understanding of behavioural reactions, disclosure of aesthetic formulas, specifics of worldview and behaviour of such a young community of the population of region as the Pridnestrovian people.

The article discusses the institution of presidency, which has a significant impact on the cultural policy and 'cultural sovereignty' of Pridnestrovie. It is noted that the development of the culture of the republic is directly related to the personality of the leaders of the PMR, their involvement in the cultural and historical processes taking place in the state.
It is noted that the institution of the presidency acts as the effective imperative for the development of the country's cultural policy under the influence of the legal status, territorial location of the republic and the established educational and award system. Collectively, these form a creative community and cultural leaders, determining the content core of their functioning, the intentionality of the socio-cultural functioning of the region, preserving its uniqueness and "cultural sovereignty". Using the prism of educational, enlightening and leisure activities, and the correlation of the functioning of national-cultural associations and creative unions, three stages are considered; a different stage for when the young republic had different leaders. It is demonstrated how a change in the socio-moral differentiation of priorities, due to a change in the course pursued by the institute of presidency, leads to certain "swings" in society, a violation of the parity of multicultural interests, and an imbalance in the spiritual consciousness of cultural elites. And it is proven that it is the personal involvement of the head of state, especially in a presidential republic, under the influence of internal political events, that influences the content core and accents in cultural policy, the pace of fulfillment of the designated tasks, and the degree of their implementation.
A historiographical review of the cultural policy of Transnistria is presented, examining the identification of the main directions of development at the end of the 20th and the first quarter of the 21st centuries. The author uses promising methodological approaches to conducting cultural research based on a synthesis of practical, experimental methods and theoretical understanding of scientific results.

In the paradigm fi eld of sociocultural research, the presence of variability of approaches to models of cultural policy is fi xed. Applying the typologies put forward by Russian and foreign researchers, such as A.E. Khrenov, A.S. Balakshin, A. Mol, E. Evertitt, A. Wisand, explicating these models in the context of the Pridnestrovian sphere of culture, this study substantiates the need to develop and the introduction at this stage of the development of society of such a model of cultural policy that would meet the modern needs of a multi-ethnic and cultural community subject to assimilation processes under the infl uence of the emerging geocultural and geopolitical situation. It is in the spectrum of these defi nitions that the existing models of cultural policy are considered, the implementation possibilities of which are determined by the goals, subjects and tools for its implementation, as well as the presence of effective actors (active creators) who have real opportunities to infl uence it. The determination of these provisions lies in the plane of choosing that vector of the country's cultural development, that optimal model of cultural policy, the election of which, in the context of sociocultural transformations, actualizes the importance of preserving the dominant integrative culture, against the background of giving a special role to cultural communities, creative associations and associations, showing their position on a par with state, taking into account the heterogeneity of the Pridnestrovian culture. The study, based on the triangulation of cultural and political-philosophical approaches, revealed the need to introduce a new model of the cultural policy of such a young state as Pridnestrovie, as a way to preserve the state integrity and civil identity of a multi-ethno-cultural republic, under the infl uence of globalization trends. According to the author, the most optimal is the "public model" of cultural policy, which has an institutional balance, is aimed at the dynamic development of culture at the societal and local levels, is distinguished by tolerance and transparency, but at the same time takes into account the national character of the population living in the given territory. In this connection, the study of this model is updated, the possibilities of its implementation in the prospective development of the republic, which allows aggregating the communicative interaction of the state with society, by supporting a dialogue within society, between its various segments and carriers of different identities.

This article analyzes the historical prerequisites that influence the formation of the identity of the population of Transnistria, based on the common language, history, culture and statehood in the conditions of polyethnicity and multiculturalism of the republic with a "deferred legal status". Among the array of basic identities, the national-cultural one is viewed through the prism of regulatory, legislative, socio-cultural and linguistic policies aimed at protecting the cultural, educational and linguistic rights and freedoms of the Pridnestrovian people, strengthening the statehood of Transnistria with existing educational and cultural imbalances, as well as progressive reverse processes. When considering the current state of interethnic consolidation, attention is focused on the problems of preserving national and cultural identity, its markers are singled out, transformational processes are identified due to historical, political and ethno-cultural interactions, the dynamics of the ethnic composition of the population of Transnistria is analyzed. It is noted that in the ethnic structure over the past 30 years, the Moldovan ethnos (initially being the backbone of the statehood of the newly formed country) has given way to the Russian one, because the share of Russian citizens is already more than a third of the population (33.8%). At the same time, a part of the Transnistrians already self-identify as the "Pridnestrovian people". Thus, on the basis of the ideology of "Transnistrian internationalism", which allows representatives of more than 70 ethnic groups to coexist peacefully, a new community is being formed, which makes it possible to observe the transformation processes taking place in the study area in dynamics. Focusing on "Russian culture", the author focuses on the need to activate the mechanisms of creative bilingualism, the development of the ethno-festival movement, ethnographic event tourism of various ethnicities of the multinational Transnistria, which should be reflected in the ongoing State cultural policy. The author presents the directions of activity for the preservation of the national and cultural identity of the Transnistrian people in the key of ethno-cultural, communication and infrastructural processes.
