Como se dá a participação de atores subnacionais no cumprimento das NDC brasileiras? Na COP-21, o Governo do Mato Grosso apresentou uma proposta relevante de diminuição das emissões de CO2 pelo estado em um uma estratégia denominada "Produzir, conservar e incluir". Além disso, o estado, ao lado do Acre, assinou o Under 2 MOU, iniciativa que agrega 57 estados subnacionais de 20 países. Considerando as características geográficas do Estado que contabiliza a presença de três biomas, Amazônia, Cerrado e Pantanal, e as características econômicas de expressivo exportador de commodities, faz-se necessário lançar luz sobre o engajamento desse entre subnacional para a estratégia brasileira de mitigação e adaptação às mudanças climáticas. O objetivo deste artigo é realizar um estudo de caso da contribuição do Mato Grosso para a NDC brasileira. Para a realização dessa análise, leva-se em consideração a atuação do Brasil no âmbito multilateral, a perspectiva da orquestração no regime de mudanças climáticas e a interação entre setor público e privado em projetos de sustentabilidade. Assim, espera-se como resultado determinar aspectos que caracterizem a atuação de atores subnacionais na política de mudanças climáticas à luz dos compromissos internacionais.

Context. Disentangling line-of-sight alignments of young stellar populations is crucial for observational studies of star-forming complexes. This task is particularly problematic in a Cygnus-X subregion where several components, located at different distances, overlap: the Berkeley 87 young massive cluster, the poorly known [DB2001] Cl05 embedded cluster, and the ON2 star-forming complex, which in turn is composed of several H II regions. Aims. We provide a methodology for building an exhaustive census of young objects that can consistently treat large differences in extinction and distance. Methods. OMEGA2000 near-infrared observations of the Berkeley 87/ON2 field were merged with archival data from Gaia, Chandra, Spitzer, and Herschel and with cross-identifications from the literature. To address the incompleteness effects and selection biases that arise from the line-of-sight overlap, we adapted existing methods for extinction estimation and young object classification. We also defined the intrinsic reddening index, Rint, a new tool for separating intrinsically red sources from those whose infrared color excess is caused by extinction. Finally, we introduce a new method for finding young stellar objects based on Rint. Results. We find 571 objects whose classification is related to recent or ongoing star formation. Together with other point sources with individual estimates of distance or extinction, we compile a catalog of 3005 objects to be used for further membership work. A new distance for Berkeley 87, (1673 ± 17) pc, is estimated as a median of 13 spectroscopic members with accurate Gaia EDR3 parallaxes. Conclusions. The flexibility of our approach, especially regarding the Rint definition, allows overcoming photometric biases caused by large variations in extinction and distance in order to obtain homogeneous catalogs of young sources. This paper examines the Global Climate Action Agenda (GCAA) and discusses options to improve sub‐ and non‐state involvement in post‐2020 climate governance. A framework that stimulates sub‐ and non‐state action is a necessary complement to national governmental action, as the latter falls short of achieving low‐carbon and climate‐resilient development as envisaged in the Paris Agreement. Applying design principles for an ideal‐type orchestration framework, we review literature and gather expert judgements to assess whether the GCAA has been collaborative, comprehensive, evaluative and catalytic. Results show that there has been greater coordination among orchestrators, for instance in the organization of events. However, mobilization efforts remain event‐driven and too little effort is invested in understanding the progress of sub‐ and non‐state action. Data collection has improved, although more sophisticated indicators are needed to evaluate climate and sustainable development impacts. Finally, the GCAA has recorded more action, but relatively little by actors in developing countries. As the world seeks to recover from the COVID‐19 crisis and enters a new decade of climate action, the GCAA could make a vital contribution in challenging times by helping governments keep and enhance climate commitments; strengthening capacity for sub‐ and non‐state action; enabling accountability; and realizing sustainable development.

2MASS J20395358+4222505 is an obscured early B supergiant near the massive OB star association Cygnus OB2. Despite its bright infrared magnitude (Ks = 5.82) it has remained largely ignored because of its dim optical magnitude (B = 16.63, V = 13.68). In a previous paper, we classified it as a highly reddened, potentially extremely luminous, early B-type supergiant. We obtained its spectrum in the U, B and R spectral bands during commissioning observations with the instrument MEGARA at the Gran Telescopio CANARIAS. It displays a particularly strong Hα emission for its spectral type, B1 Ia. The star seems to be in an intermediate phase between supergiant and hypergiant, a group that it will probably join in the near (astronomical) future. We observe a radial velocity difference between individual observations and determine the stellar parameters, obtaining Teff = 24 000 K and log gc = 2.88 ± 0.15. The rotational velocity found is large for a B supergiant, v sin i = 110 ± 25 kms−1. The abundance pattern is consistent with solar, with a mild C underabundance (based on a single line). Assuming that J20395358+4222505 is at the distance of Cyg OB2, we derive the radius from infrared photometry, finding R = 41.2 ± 4.0 R⊙, log(L/L⊙) = 5.71 ± 0.04 and a spectroscopic mass of 46.5 ± 15.0 M⊙. The clumped mass-loss rate (clumping factor 10) is very high for the spectral type, M˙ = 2.4 × 10−6 M⊙ a−1. The high rotational velocity and mass-loss rate place the star at the hot side of the bi-stability jump.
