In 1954 Dame Enid Lyons, the first woman elected to the Australian House of Representatives, argued that radio had 'created a bigger revolution in the life of a woman than anything that has happened any time' as it brought the public sphere into the home and women into the public sphere. Taking this claim as its starting point, Sound Citizens examines how a cohort of professional women broadcasters, activists and politicians used radio to contribute to the public sphere and improve women's status in Australia from the introduction of radio in 1923 until the introduction of television in 1956. This book reveals a much broader and more complex history of women's contributions to Australian broadcasting than has been previously acknowledged. Using a rich archive of radio magazines, station archives, scripts, personal papers and surviving recordings, Sound Citizenstraces how women broadcasters used radio as a tool for their advocacy; radio's significance to the history of women's advancement; and how broadcasting was used in the development of women's citizenship in Australia. It argues that women broadcasters saw radio as a medium that had the potential to transform women's lives and status in society, and that they worked to both claim their own voices in the public sphere and to encourage other women to become active citizens. Radio provided a platform for women to contribute to public discourse and normalised the presence of women's voices in the public sphere, both literally and figuratively.

Dame Enid Lyons was a prolific broadcaster in the 1930s and 1940s. Perceived by many as the ideal Australian woman, she was the wife of Prime Minister Joseph Lyons, and later the first woman elected to the House of Representatives and the first woman in federal Cabinet. In December 1939, eight months after the death of her husband, Lyons began a series of weekly broadcasts on Sunday evenings on the Macquarie Network. Her archives contain the scripts of these talks and many letters from devoted listeners. These broadcasts, and the audience response to them, demonstrate the importance of radio to Lyons' public life and her role as a major figure on the medium. More broadly, they provide a key example of how radio provided a new public space in which women could speak about a range of issues and claim a voice as citizens in mid-twentieth century Australia. Radio represented an intersection of public and private spheres, and this gave women a space to articulate and perform oppositional forms of citizenship. Broadcasting challenged the gendered hierarchy of the public sphere, and as such women's radio speech needs to be taken seriously as a crucial part of Australian women's history. ; This research is supported by an Australian Government Research Training Program (RTP) Scholarship

This Recent Development examines the jurisdictional bases for the proposed extraterritorial extension of The Terrorist Prosecution Act to crimes that do not occur within the territory of the United States and to persons who are not United States citizens. The historical basis for allowing the prosecution of persons who have been forcibly brought into the court's jurisdiction and constitutional due process concerns that accompany such enforcement means are also detailed. Also discussed is the potential conflict between the Act and United States foreign relations law, particularly with respect to the possible forceful intrusion by the United States upon another state's territorial sovereignty to apprehend terrorists and bring them to justice. Finally, this article examines the potential consequences of using such forceful measures to international relations, particularly when United States' allies with sophisticated legal systems and proper jurisdictional claims are equally willing to prosecute terrorists themselves.

AbstractIn this study, authors analyzed data from the 2012 National Congregations Study (NCS) to explore what factors are predictive of a congregation's engagement in programs serving people experiencing homelessness. Using a cross-sectional sample of 1,328 congregations derived from the third wave of the NCS, authors applied multivariate logistic regression to identify congregational characteristics associated with programming for homeless adults. Approximately one-fourth of all congregations in our sample reported some type of homeless programming. The authors' final model indicates that 10 variables predict greater likelihood of congregations having programs serving the homeless, which include factors such as larger annual spending and lower percentage low-income congregants; recent formation of a nonprofit entity; collaboration with another organization; certain religious traditions; and the presence of other sponsored programs such as (a) services targeting a specific gender, (b) services helping sexual assault and domestic violence victims, and (c) services for older adults. Given the ongoing U.S. homelessness crisis, this study may help housing authorities and local continuums of care identify congregations for potential partnership to help achieve the Housing First policy priorities and meet specific homeless subpopulation needs.
