This thesis examines the development of the legislative system of the People's Republic of China (PRC) shaped by decentralization reforms since 1979. This thesis is composed of 8 chapters. Chapter 1 introduces the research topic, presents the research questions, theoretical framework and research methods, and discusses the limitations and areas for future study. Chapter 2 describes the economic theory of decentralization and the case of China. Chapter 3 discusses the legislative system of the NPC and the NPCSC. It first reviews the legal status of the national laws enacted by these two national organs. Chapter 4 discusses the legislative system of the State Council. It first analyzes the legal status of the administrative regulation issued by the State Council (China's cabinet) and the department rule issued by the State Council departments (ministries and committees). Chapter 5 discusses the legislative system of provincial and city-level units. Chapters 6 and 7 discuss the legislative systems of two types of special local units – the autonomous areas and Special Economic Zones. Chapter 8 is the concluding chapter. It first generalizes four major areas of progress in China's legislative system, namely, the creation of a decentralized multi-tier legislative system, clearer demarcation of legislative powers, the development of legislative democracy and the development of the pragmatic legislative approach. Then this chapter provides four major limitations that have materialized in the reform era. They are: inactive mechanisms for supervising legislation and addressing legislative conflicts, insufficient guarantee of local legislative authority, inactive legislative hearing and imbalanced legislation with the focus on economic affairs. Accordingly, relevant pragmatic recommendations for the future development of the legislative system are provided.

A FORMAL DYNAMIC THEORY OF THE TRANSITION FROM A DEVELOPING AUTOCRACY TO DEMOCRACY IS PRESENTED IN THE CONTEXT OF A HETEROGENOUS AGENT GENERAL EQUILIBRIUM GROWTH MODEL. THE THEORY SHOWS, THAT THE PRIMARY DETERMINANTS AFFECTING THE TIMING OF DEMOCRATIC TRANSITIONS ARE PER CAPITA INCOME, THE DISTRIBUTION OF WEALTH, EDUCATIONAL LEVELS, AND THE STRENGTH OF PREFERENCES FOR POLITICAL RIGHTS AND CIVIL LIBERTIES. THE IMPLICATIONS OF THE THEORY ARE TESTED BY ESTIMATING A PROPORTIONAL HAZARD FUNCTION TO DETERMINE THE PROBABILITY OF A DEMOCRATIC TRANSITION AT A PARTICULAR POINT IN TIME. THE EMPIRICS DEMONSTRATE STRONG SUPPORT FOR THE MODEL IN AN ESTIMATION OF 75 COUNTRIES DURING THE POSTWAR PERIOD.
The phase stability of two-dimensional monolayer As1-xPx solid solutions, exhibiting the puckered (alpha phase) and buckled (beta phase) structures are investigated using a first-principles cluster-expansion method. Canonical Monte Carlo simulations, together with harmonic approximation, are performed to capture the influences of thermally induced configurational disorder and lattice vibrations on the phase stability of monolayer As1-xPx. We first demonstrate that, as the temperature approaches 0 K, the monolayer As1-xPx displays a tendency toward phase separation into its constituent elemental phases, and thus no stable ordered structures of As1-xPx, both alpha and beta phases, are predicted to be thermodynamically stable. We further reveal with the inclusion of the lattice vibrational contributions that beta-As1-xPx is thermodynamically favored over alpha-As1-xPx, across the entire composition range even at 0 K and increasingly so at higher temperature, and a continuous series of disordered solid solution of beta-As1-xPx, where 0 amp;lt;= x amp;lt;= 1, is predicted at the temperature above 550 K. Bear bile has been used in Traditional Chinese Medicine (TCM) for thousands of years. Modern investigations showed that it has a wide range of pharmacological actions with little toxicological side effect and the pure compounds have been used for curing hepatic and biliary disorders for decades. However, extensive consumption of bear bile made bears endangered species. In the 1980's, bear farming was established in China to extract bear bile from living bears with "Free-dripping Fistula Technique". Bear farming is extremely inhumane and many bears died of illness such as chronic infections and liver cancer. Efforts are now given by non-governmental organizations, mass media and Chinese government to end bear farming ultimately. At the same time, systematic research has to be done to find an alternative for bear bile. In this review, we focused on the literature, laboratory and clinical results related to bear bile and its substitutes or alternative in English and Chinese databases. We examined the substitutes or alternative of bear bile from three aspects: Pure compounds derived from bear bile, biles from other animals and herbs from TCM. We then discussed the strategy for stopping the trading of bear bile and issues of bear bile related to potential alternative candidates, existing problems in alternative research and work to be done in the future. © 2009 Feng et al; licensee BioMed Central Ltd. ; published_or_final_version

BACKGROUND: Government- and charity-funded medical research and private sector research and development (R&D) are widely held to be complements. The only attempts to measure this complementarity so far have used data from the United States of America and are inevitably increasingly out of date. This study estimates the magnitude of the effect of government and charity biomedical and health research expenditure in the United Kingdom (UK), separately and in total, on subsequent private pharmaceutical sector R&D expenditure in the UK. METHODS: The results for this study are obtained by fitting an econometric vector error correction model (VECM) to time series for biomedical and health R&D expenditure in the UK for ten disease areas (including 'other') for the government, charity and private sectors. The VECM model describes the relationship between public (i.e. government and charities combined) sector expenditure, private sector expenditure and global pharmaceutical sales as a combination of a long-term equilibrium and short-term movements. RESULTS: There is a statistically significant complementary relationship between public biomedical and health research expenditure and private pharmaceutical R&D expenditure. A 1% increase in public sector expenditure is associated in the best-fit model with a 0.81% increase in private sector expenditure. Sensitivity analysis produces a similar and statistically significant result with a slightly smaller positive elasticity of 0.68. Overall, every additional £1 of public research expenditure is associated with an additional £0.83-£1.07 of private sector R&D spend in the UK; 44% of that additional private sector expenditure occurs within 1 year, with the remainder accumulating over decades. This spillover effect implies a real annual rate of return (in terms of economic impact) to public biomedical and health research in the UK of 15-18%. When combined with previous estimates of the health gain that results from public medical research in cancer and cardiovascular disease, the total rate of return would be around 24-28%. CONCLUSION: Overall, this suggests that government and charity funded research in the UK crowds in additional private sector R&D in the UK. The implied historical returns from UK government and charity funded investment in medical research in the UK compare favourably with the rates of return achieved on investments in the rest of the UK economy and are greatly in excess of the 3.5% real annual rate of return required by the UK government to public investments generally.

Psychotic disorders have large treatment gap in low- and middle-income countries (LMICs) in South-Eastern Europe, where up to 45% of affected people do not receive care for their condition. This study will assess the implementation of a generic psychosocial intervention called DIALOG+ in mental health care services and its effectiveness at improving patients' clinical and social outcomes.This is a protocol for a multi-country, pragmatic, hybrid effectiveness–implementation, cluster-randomised, clinical trial. The trial aims to recruit 80 clinicians and 400 patients across 5 South-Eastern European LMICs: Bosnia and Herzegovina, Kosovo*, Montenegro, Republic of North Macedonia and Serbia. Clusters are clinicians working with patients with psychosis, and each clinician will deliver the intervention to five patients. After patient baseline assessments, clinicians will be randomly assigned to either the DIALOG+ intervention or treatment as usual, with an allocation ratio of 1:1. The intervention will be delivered six times over 12 months during routine clinical meetings. TThe primary outcome measure is the quality of life at 12 months [Manchester Short Assessment of Quality of Life (MANSA)]; the secondary outcomes include mental health symptoms [Brief Psychiatric Rating Scale (BPRS), Clinical Assessment Interview for Negative Symptoms (CAINS), Brief Symptom Inventory (BSI)], satisfaction with services [Client Satisfaction Questionnaire (CSQ-8)] and economic costs at 12 months [based on Client Service Receipt Inventory (CSRI), EQ-5D-5L and Recovering Quality of Life (ReQOL-10)]. The study will assess the intervention fidelity and the experience of clinicians and patients' about implementing DIALOG+ in real-life mental health care settings. In the health economic assessment, the incremental cost-effectiveness ratio is calculated with effectiveness measured by quality-adjusted life year. Data will also be collected on sustainability and reach to inform guidelines for potentially scaling up and implementing the intervention widely. Conclusion: The study is expected to generate new scientific knowledge on the treatment of people with psychosis in health care systems with limited resources. The learning from LMICs could potentially help other countries to expand the access to care and alleviate the suffering of patients with psychosis and their families. In the data, the muons are removed from reconstructed mu mu events and replaced with simulated tau leptons with the same kinematic properties. In this way, a set of hybrid events is obtained that does not rely on simulation except for the decay of the tau leptons. The challenges in describing the underlying event or the production of associated jets in the simulation are avoided. The technique described in this paper was developed for CMS. Its validation and the inherent uncertainties are also discussed. The demonstration of the performance of the technique is based on a sample of proton-proton collisions collected by CMS in 2017 at root s = 13 TeV corresponding to an integrated luminosity of 41.5 fb(-1).

The measurements are based on data samples collected by the CMS experiment at the LHC. The number of primary charged hadrons produced in non-single-diffractive proton-lead collisions is determined in the pseudorapidity range vertical bar eta(lab)vertical bar vertical bar(vertical bar eta cm vertical bar) < 0.5 are 17.1 +/- 0.01 (stat) +/- 0.59 (syst) and 20.10 +/- 0.01 (stat) +/- 0.5(syst) at root s(NN) = 5.02 and 8.16 TeV, respectively. The particle densities per participant nucleon are compared to similar measurements in proton-proton, proton-nucleus, and nucleus-nucleus collisions.

The data sample analyzed corresponds to an integrated luminosity of 35.9 fb(-1). The X-5/3 quark is assumed always to decay into a top quark and a W boson. Both the right-handed and left-handed X-5/3 couplings to the W boson are considered. Final states with either a pair of same-sign leptons or a single lepton are studied. No significant excess of events is observed above the expected standard model background. Lower limits at 95% confidence level on the X-5/3 quark mass are set at 1.33 and 1.30 TeV respectively for the case of right-handed and left-handed couplings to W bosons in a combination of the same-sign dilepton and single-lepton final states.

The signature used in this search consists of two same-sign leptons, in any flavor combination of electrons and muons, and at least one jet. The data were collected during 2016 in proton-proton collisions at a center-of-mass energy of 13 TeV, corresponding to an integrated luminosity of 35.9 fb(-1). The results are found to be consistent with the expected standard model background. Upper limits are set in the mass range between 20 and 1600 GeV in the context of a Type-I seesaw mechanism, on |V-eN|(2), |V-N|(2), and |VeNV *|(2)/(|V-eN|(2)+|V-N|(2)), where V-N is the matrix element describing the mixing of N with the standard model neutrino of flavor = e, . For N masses between 20 and 1600 GeV, the upper limits on |V-N|(2) range between 2.3 x 10(-5) and unity. These are the most restrictive direct limits for heavy Majorana neutrino masses above 430 GeV.

The analysis is based on data samples collected at the LHC with the CMS detector, corresponding to integrated luminosities of 19.7 and 35.9 fb(-1) at 8 and 13 TeV, respectively. The measurements are performed in the leptonic decay modes ZZ -> l(+)l(-)l'(+)l'(-), where, l, l' = e, mu The differential cross sections as a function of the jet multiplicity, the transverse momentum p(T), and pseudorapidity of the P-T-leading and subleading jets are presented. In addition, the differential cross sections as a function of variables sensitive to the vector boson scattering, such as the invariant mass of the two P-T-leading jets and their pseudorapidity separation, are reported. The search uses proton-proton collision data collected in 2016 with the CMS detector at the LHC, corresponding to an integrated luminosity of 35.9 fb(-1) at 13 TeV. Both decay channels result in a final state with a top quark, a Higgs boson, and a b quark, each produced with significant energy. The all-hadronic decays of both the Higgs boson and the top quark are considered. The final-state jets, some of which correspond to merged decay products of a boosted top quark and a Higgs boson, are selected using jet substructure techniques, which help to suppress standard model backgrounds. A W boson signal would appear as a narrow peak in the invariant mass distribution of these jets. No significant deviation in data with respect to the standard model background predictions is observed. Cross section upper limits on W boson production in the top quark, Higgs boson, and b quark decay mode are set as a function of the W mass, for several vector-like quark mass hypotheses. These are the first limits for W boson production in this decay channel, and cover a range of 0.01 to 0.43 pb in the W mass range between 1.5 and 4.0 TeV.
