The European Integrated Pollution Prevention and Control (IPPC) Directive 96/61/EC aims to introduce a European-wide system of integrated prevention and control of pollution in order to secure a high level of protection to the environment as a whole. It places obligations on the Member States (MS) to introduce controls that ensure operators comply with the Directive. In this framework, as a part of the implementation process leading to formal accession of Cyprus to the European Union, the National Technical University of Athens has examined all documents related to the Best Available Techniques (BATs) published by Institutes and Organisations, such as the Institute for Prospective Technological Studies in Spain, the Environmental Protection Agency in Ireland, the World Bank Group and the Ministry for the Environment, Planning and Public Works in Greece. A series of guidelines were developed for the application of BATs for 14 categories of the Cypriot industry that fall into the IPPC Directive. The concept of BATs plays a central role in the Directive because it provides a basis for setting Emission Limit Values (ELVs) as well as the principal benchmark for determining the obligations of industrial operators in respect of pollution prevention and control. This paper presents the guidelines for cement manufacture in Cyprus.

The management of solid waste is among the priorities of the European environmental policy, hence Cyprus, which is at the accession stage, is currently developing the necessary legislative framework to address this issue. This project aimed at developing an integrated action plan of targets and actions for solid waste management in Cyprus (hazardous and non-hazardous) taking into account the special features of the island. The main effort should focus on the prevention and reduction of the quantity and volume of waste, promotion of reuse and recycle over energy recovery and final disposal. In cases where final disposal is unavoidable, this should be made in an environmentally friendly way.

In order to-access formally to the EU, Cyprus has to. follow an implementation process and take into account all the obligations that the fifteen Member States have to respect. A large number of obligations derive from the European Integrated Pollution Prevention and Control (IPPC) Directive 96/61/EC, which intends to result in the protection of the environment as a: whole and the public health as well. This will be. the outcome of determining ways of pollution prevention and control for several industrial sectors, which are covered by the IPPC Directive and then taking action so that all operators act according to the Directive's demands. In this framework, the National Technical University of Athens, after thorough examination of a large number of documents relevant to the Best Available Techniques (BATs), developed guidelines for the application of BATs for 14 categories of the industry of Cyprus. Over the last decades improvements have been achieved in industry regarding several major polluting substances and gradually the environmental impact has shifted towards the so-called diffuse sources of pollution. Nevertheless, industrial processes still account for a considerable share of the overall pollution in Europe and it is very important to further reduce their contribution to 'unsustainability'. The European Union (EU) has a set of common rules on permitting of industrial installations. These rules are set out in the so-called Integrated Pollution Prevention and Control Directive of 1996 (IPPC). Cyprus is one of the accession countries to become a full member of the EU and is currently in the implementation process, in order to fulfill all the obligations that apply to the 15 Member States. A large number of these obligations derive from the IPPC Directive, which aims at the protection of the environment as a whole and the public health as well. This paper presents the project carried out by NTUA and the DLI, which focused on the development of an integrated system for the control of industrial pollution and chemical substances at national level and its main features included: (i) identification of the existing state concerning chemicals, (ii) determination of the industrial pollution state, (iii) development of guidelines for the implementation of Best Available Techniques in various industrial sectors, (iv) design and development of data-bases and geographic information system (GIS) for the management of data, and (v) establishment of legislative framework concerning industrial pollution.

As a part of the overall EU waste management strategy, several specific waste streams have been defined to receive priority attention, the aim being to reduce the overall environmental impact of each waste stream. Construction and Demolition waste is considered as one of these 'priority' waste streams. Due to the lack of data as well as the differences in definitions between member countries, it is difficult to collect and assess data on the generation of C&D waste at EU level. The requirements for reporting these quantities derive also from the Waste Statistic Regulation of 2002. For these reasons the authors have developed a model for the estimation of the quantities of C&D waste generated, using easily accessible data.
