; Since the nineties, human development and gender equality have become two central priorities of the international agenda and for the Spanish State. However, in the current international economic and financial crisis, and linked to agenda of macroeconomic stability and fiscal austerity set in rich countries, the promotion of human development seems to be on a second level. In this scenario, the progress made internationally in the promotion of gender equality through public policies is also at risk of being seriously affected. In the case of the foreign and cooperation policy of Spanish State, the official development aid is cut back to figures as in early eighties and, at the same time, the 'Marca España' initiative takes centrality. And, all of this in a scenario where we are attending a marginalization of gender content in the public agenda. This article looks at if there is a commitment to a pro-gender equality development according to the international commitments of the Spanish State. It specifically analyses if this commitment exists in the 'Marca España' initiative and in the Spanish cooperation policy for the period 2008-2014. Due to the impact of both policies in the development of Southern countries, it investigates whether gender equality is included or excluded as an objective in these policies, the different approaches adopted in this regards and the economic and institutional resources to promote gender equality. All this aims to identify possible transformations occurring in the analysis period, marked by the international crisis and the change of government, and the inconsistencies between the two policies that can limit the impact of the pro-gender equity efforts.

Gender equality was introduced into international development evaluation two decades ago. Over these years, there have been different experiences in incorporating gender issues into the evaluative exercises. In this paper, we analyze the evaluative experience of British and Swedish development cooperation systems –two of the most outstanding in relation to gender and evaluation- during the period 2000-2010 and we study how they have included gender equality in evaluation. We especially explore the incorporation of gender issues in their political commitment, evaluation procedures, methodologies and practices. And, according to this analysis, we present some learning in order to enlighten next evaluation exercises and to contribute to the improvement and accountability of the development cooperation policies.

Populist radical right parties (PRRPs) are generally considered detrimental to democracy. Research on their damaging potential tends to focus on their influence in triggering policy backsliding but leaves the promotion of gender equality out of the equation. This study explores the case of Vox in Andalusia, a southern region of Spain, to show how PRRPs also contribute to de-democratization through their capacity to erode the equality framework. We demonstrate how they can effectively dismantle and reframe crucial policies, even when not in office. This opens new analytical pathways for studying the role of PRRPs in undermining democratic systems. ; Alba Alonso wishes to acknowledge the funding received from the Xunta de Galicia to support her research group Rede Armela USC (grant number ED431B 2020/23). ; SI

Evaluation is currently regarded as a central tool for learning and improving accountability in relation to public policies and social programmes. It is also understood as a process for boosting human development and social justice. Capability and feminist approaches have both been explored, separately, in evaluation theory, methodology and practice. This article explores the potentials, complementarities and limitations of mixing the two approaches. To this end, we present an evaluation design for the 'Programme Against Child Poverty' of Save the Children Andalucia (Spain). Our aim is to contribute to the development of transformative approaches and methodologies within the evaluation discipline.

AbstractAlthough feminist scholarship has discussed intersectionality extensively, few studies have addressed its implementation in public policies. This article fills that gap with an empirical study of the obstacles and enabling factors in implementing intersectionality in the Madrid City Council. We focus on the multiple meanings, actors, and structures involved in translating policy planning into concrete measures. Through a content analysis of policy documents, interviews, focus groups, and participant observation, our qualitative study identifies five key factors that hinder the implementation of intersectionality-informed policies: the absence of a legal framework and precise guidelines; the multiple and contrasting interpretations of intersectionality; the lack of training; the compartmentalized work structure and culture; and the unavailability and misuse of data. These findings contribute to the scholarship on the implementation of intersectionality in public policies and provide empirical-based recommendations to overcome the identified obstacles.
