El envejecimiento de la población es un tema que suscita una fuerte controversia social. El progresivo incremento de la esperanza de vida y el cada vez mayor grado de dependencia de los ancianos son los responsables de la creciente demanda asistencial. Las residencias de la tercera edad en Galicia han respondido con un fuerte aumento de la oferta del número de plazas, y se han convertido en las principales proveedoras de cuidados para las personas mayores con discapacidades en la actualidad. No obstante, el riesgo que supone el proceso de institucionalización para la autonomía de los usuarios ha provocado cambios en el modelo tradicional y potenció el desarrollo de otros sistemas alternativos.

The austerity policies imposed by the government in the wake of the 2007 crisis have deteriorated the welfare state and limited neighborhood recovery. Considering the inability and inefficiency on the part of administrations to carry out improvement actions in neighborhoods, it is the neighborhood action itself that has carried out a series of resilient social innovations to reverse the dynamics. In this article, we will analyze the Canido neighborhood in Ferrol, a city in north-western Spain. Canido is traditional neighborhood that was experiencing a high degree of physical and social deterioration, until a cultural initiative called "Meninas of Canido," promoted by one of its artist neighbors, recovered its identity and revitalized it from a physical, social, and economic point of view. Currently, the Meninas of Canido has become one of the most important urban art events in Spain and has receives international recognition. The aim of this article is to evaluate the impact that this action has had in the neighborhood. Although the transformation of the energy model is a global problem, cities take on a leading role in the process as they are important consumers of energy resources. For years, local authorities have been implementing various energy saving initiatives. The transport and equipment renovation sectors, as well as the residential renovation sector, are the focus of the objectives of local strategies to reduce greenhouse gas (GHG) emissions. In this article we analyse the role of local government in the energy transition, its relationship with other public–private territorial agents, and the involvement of citizens in the design and implementation of their initiatives. To this end, we will focus on the case of Pamplona, a city in the north of Spain with a policy aimed at low-energy, renewable, decentralised, and sustainable restructuring. We will analyse the heating districts of its Txantrea neighbourhood. The economic crisis and post-crisis austerity policies have had harmful effects on urban spaces, mainly in those neighborhoods that have historically been characterized by their vulnerability (social problems, long-term unemployment, low incomes, immigration, etc.). This vulnerability has become more evident in cities that are greater in size (Madrid, Barcelona, Valencia, Seville). However, such casuistry is also observed in medium-sized cities (250,000–500,000 inhabitants) that are prominent urban and economic hubs in their regions. In this article we will analyze to what extent the crisis has impacted the different urban sectors through the analysis of degree of vulnerability. For this, the cities of A Coruña and Vigo—the two main urban poles of the Autonomous Region of Galicia—will be taken as case studies. In addition, we will analyze the proposals to combat vulnerability presented by the ruling parties in their programs for the 2015 municipal elections. Elections that in Spain marked a turning point in the form of governance and priorities to attend (attention to those most affected by the crisis, stop eviction processes, reduction of intra-urban inequality).
