AMERICAN RAILROADS TEND TO PROVIDE FREIGHT TRANSPORTATION FOR A RELATIVELY FEW LARGE SHIPPERS, THEREBY BENEFITING FROM MUCH LONGER AVERAGE HAULS, AUTOMATED FREIGHT HANDELING SYSTEMS, AND LOWER MAINTENANCE COSTS. POLITICAL PRESSURE WILL PROBABLY LIMIT U.S. GOVERNMENT POLICY OPTIONS TO THE FIRST TWO, RESULTING IN SPENDING MORE PUBLIC MONEY FOR LESS RAIL SERVICE.
