Public authorities are nontraditional governments with a special ability to 'get the job done'. The distinguishing factor theory suggests that if authorities are 'business-like creatures', union-free labour relations will be prevalent. It is usually assumed that authorities would utilise a strong managerial approach, that resistance to union organising drives would be strong, and that, in the event of unionisation, the private sector framework prevails. Tests these assumptions. (SJK)
