This document shows the past decade, with "black years" of chess, but also the bright spillover of humanitarian concepts for more coverage, effectiveness and protection, and some progress that has been made possible thanks to the collective security activities of the UNSC. . and the presence of "blue helmets" on the ground. The documents also look at the future, including through the World Humanitarian Summit process. Some kind of 'localisation' of humanitarian aid is likely to occur, due to the strong willingness of the southern countries to show their sovereignty and the development of local organisations. Thus, the new landscape could show many actors beyond the hard core of "principled" organisations: religious actors, business-funded actors, civil protection bodies.
