The article considers the essential and instrumental bases for the anti-corruption measures effectiveness evaluating. The analysis shows that the indicators used do not fully reflect the essence of corruption — the harmful consequence which it leads to in the areas of corrupt officials' activities. As a result, the applied performance indicators can at best characterize the effectiveness of corrupt officials' network connections temporary disruption, but not the elimination of the causes corruption itself. It is concluded that the analysis of the anti-corruption effectiveness must be based on the fact that it depends on the authorized bodies activity. Public opinion polls do not take into account that the range of their perception of corruption is wider than the set of official reporting indicators. As a result, according to the reported indicators, there is an increase in the anti-corruption effectiveness, while according to public surveys, the effectiveness decreases.

The article examines the problems concerning the institution of the death penalty from the perspective of the state performing its protective function to protect human rights. The genesis of this punitive institution in Russian legislation is being investigated. The ambiguity of the attitude of the public and the legislator towards the death penalty is noted, as well as the uncertainty of the latter remaining to this day regarding its availability in the arsenal of criminal penalties. Doubts are expressed about the effectiveness of the death penalty as a deterrent and crime prevention measure.

It is established that the theoretical potential and practical results contribute to improving the organization of the modern model of local self-government, reaching consensus with state bodies on issues of joint management and the realization of its potential in municipalities.

The Russian economy is currently going through difficult times. In this regard, the issue of regulating investment activities and improving the investment climate not only at the country level, but also in individual regions comes to the fore. This requires the development and adoption of new regulations governing the ID and investment policy at the regional level. The purpose of this article is a comprehensive analysis of the legal aspects of regional investment policy in the Russian Federation. The main research methods are interdisciplinary: political-legal and political-economic. The use of the first allows for a comprehensive analysis of the legal aspects of investment policy at the level of the regions of the Russian Federation. The second is to assess the state of organizational, managerial, political and legislative efforts of individual regions to develop their investment policies and create best practices.
