Recently, the South Asian Association for Regional
Co-operation (SAARC) completed two decades of its existence. The heads
of states or governments of its member countries, viz. Bangladesh,
Bhutan, India, the Maldives, Nepal, Pakistan and Sri Lanka, once again
would meet in Dhaka and reaffirm their faith in the organisation and its
charter. Considering the political reality within the individual SAARC
nations, and especially the relationship between the two biggest members
of the association, one could feel satisfied that the association has
survived so far. But its movement in terms of achieving the objectives
for which it was formed has been slow and it is criticised as a house of
cards or a house built on sand, which can fall apart any time. There is
a big stress in the interrelationship between neighbours.

This report analyses the legal framework for local governance in Nepal and how it is practiced in six districts. It focuses specifically on transfer of resources and delivery of services, how various groups participate in local planning, decision-making and implementation of projects and programmes, and relations between local governance institutions and the central government. This research forms part of a comparative study of the Philippines, Sri Lanka and Nepal on "˜Decentralization as a way of resolving conflict'. Asian countries have introduced major reforms and new institutional mechanisms to promote the engagement of elected local governments, civil society and the private sector. This book attempts to examine emerging issues in democratic local governance and factors that influenced the impetus for and the substance of reforms. It asks: What have been challenges in designing and implementing decentralization policies and programs? What are the constraints on strengthening citizen participation? What is the impact of reforms to promote gender and rights perspectives in local governance? What is the role of local government in service delivery and access? How effective have the mechanisms for accountability and transparency in local governance been? What are the driving forces influencing democratic local governance reform?
