The first decades of 21st century are a difficult time for Latin America and the Caribbean. This is also evident in the area of democracy and its consolidation. Particularly recent years have brought significant problems and challenges in functioning of democratic regimes. As a consequence, it is justified to talk about the process called deconsolidation of democracy in this region. In the article, the present condition of democratic regimes in Latin America and the Caribbean is presented. It is followed by an analysis of basic challenges and finally explaining potential risks for the process of consolidation of democratic regimes in the region.

The aim of the article is to present the situation of Poland and Mexico in the years prior to the establishment of bilateral relations. It is reasonable to have a panorama of very particular conditions that determined the existence of these two countries at the beginning of the 1920s. As Poland reappeared on the political map of Europe it encountered significant difficulties in rebuilding its independent existence. These difficulties were both of an international and domestic dimension. The same can be said about Mexico that was entering the new chapter of its history after a bloody revolution that was aimed to change the domestic situation of the country. In this sense, at the beginning of the 1920s both nations can be described as "Nations reborn".

Junto con la intensificación significante del proceso de globalización, entramos al mundo en el cual las fronteras nos afectan en muchas situaciones. La globalización no conduce al mundo sin fronteras. Más bien, las fronteras están más cerca de los individuos que pueden tener más facilidad para cruzarlas. Este artículo ofrece una breve revisión de las teorías contemporáneas de fronteras, pero también es una prueba de explicar el sentido de percibir fronteras principalmente como fenómeno social. Según el autor, este enfoque permite comprender mejor el funcionamiento de las fronteras en el mundo contemporáneo.

Since the late 1970s almost all Latin American and Caribbean countries have been experimenting with democracy. Some of them have succeeded in transitioning to a more democratic political regime, like Uruguay and Chile, while others are still trying to consolidate their democratic systems, such as Brazil and Mexico whereas others are encountering serious difficulties, like Bolivia and Ecuador. There are also states that have failed totally to build democratic systems, function confidently and accomplish basic assignments. In the most extreme cases, the failure of the democratization process has led to the total dysfunctioning of a state or even its collapse. The most significant example of this kind in the Western Hemisphere is Haiti. However, there are many more countries in the Latin American and Caribbean region that have serious problems with the proper adoption of democratic systems. This article is an attempt to analyze the problems with building a stable democratic system in Guatemala.

En los tiempos presentes el tema del funcionamiento de las fronteras y zonas fronterizas tiene gran importancia tanto desde la perspectiva de la política interna como de la política internacional de los Estados y es foco de atención de los académicos de Europa y América Latina.
