Applying metric analysis to the information contained in patent documentation has become one of the principal techniques for modeling technology scenarios for government, business and industry, research institutes, projects, etc. We propose using bibliometric indicators for patent research, identifying patterns and trends based on available technological evidence as well as detecting possible social networks in the "hidden web", which permits effective decisionmaking in the research context. A case study is used to demonstrate these concepts, analysing the EUA patents database and processing it with a tool developed by Pinar del Río University. Ucinet software is used on occasion to map existing social networks. This makes it possible to produce results that demonstrate the relevance of patentometric studies to research projects, including the possibility of redirecting the objectives of a research project on the basis of this analysis.

Se analizan los efectos positivos y negativos de las políticas colombianas dirigidas a incentivar la producción científica de los profesores universitarios, además de aquellas que rigen para las instituciones de educación superior dentro de los procesos de acreditación de la calidad y la asignación de recursos del presupuesto nacional. Se pone en evidencia que si bien Colombia reporta la mayor tasa de crecimiento de los países latinoamericanos en la base de datos Scopus y está mejorando sus prácticas de comunicación científica, tiene el reto de acompañar los resultados de este desempeño, con un mayor énfasis en los indicadores de calidad. Son necesarios ajustes a las políticas relacionadas con la producción científica colombiana en aras de una mayor visibilidad internacional y un sistema de incentivos a investigadores e instituciones de educación superior más eficiente. En esta dirección empiezan a orientarse las nuevas disposiciones.

The aim of the present work was to analyse the evolution of Spanish scientific journals in the fields of experimental sciences and medicine from the viewpoint of what might be called their appeal to the national and international research community, to determine to what degree these journals are or are ceasing to be a valued or attractive channel of communication for the said researchers. To this end, we studied the changes that a sample of Spanish scientific journals have undergone over the last 40 years. The journals were: Anales de Física, Anales de Química, Estudios Geológicos, Medicina Clínica, Revista Española de Fisiología and Revista Íberoamericana de Matemáticas. They cover all the traditional academic fields except Biology, and were considered to be the most representative of their respective specialities. The aspects analysed were: productive capacity, affiliation, and the authors' national origins. We considered these to be particularly sensitive to the image and appeal of the journals for their respective communities: changes in these aspects would reflect the role and importance that researchers attribute to the journal. Three tri-annual sequences were studied from the decades of the 50's, 70's, and 90's. The results show: a process of rise and fall of the productive capacity; a successive leadership, in terms of number of articles, with affiliations first in the CSIC (the Government Research Council) and later in the Universities; and lastly a growing presence of foreign authors, especially from Europe and Latin America which partially compensates the reduction in Spanish authors. Some possible causes of these changes are indicated.
