Todas las legislaciones del mundo referidas a propiedad intelectual resguardan el derecho de un autor sobre su obra, excepto que él mismo lo ceda con carácter exclusivo. A esta lógica no escapan los investigadores, quienes en el sistema científico tienen la necesidad de publicar a pedido de los organismos de investigación y/o las universidades. Paralelamente existe un fuerte desconocimiento del tema de derechos, lo cual hace que los investigadores, convertidos en autores, no resguarden adecuadamente sus derechos. Este trabajo pretende ser una guía sencilla al presentar una orientación sobre los distintos tipos de derechos que constituyen el derecho de autor, las diferentes opciones de publicación y los modos de proteger los derechos de autor en el ámbito de la investigación. Entre ellas se destacan las posibilidades de publicación en acceso abierto. También presenta el tratamiento de los derechos en los repositorios existentes en nuestro país a la fecha de realización del mismo. ; All legislation over the world concerning intellectual property protects the right of an author on his work, except that he by himself had transferred the exclusive assignment of rights. This logic also applies to researchers who need publish to move up in their professional careers; at the same time there is a strong lack of awareness which make researchers, who became authors, don´t protect adequately their rights. Bogotá, Colombia. ; The Intellectual Creation Dissemination Service is the Institutional Digital Repository of La Plata National University. The project is intended to be the main distribution source of all the academic work produced inside UNLP. In view of main worldwide institutions"s trend towards the publication of academic resources through open access digital repositories, SeDiCI has pointed to become a strategic tool to bring relevance to the University. Since its creation in the year 2003, SeDiCI has faced up many challenges and difficulties. Thus the initiative has been directly and indirectly affected during its development and growth. Despite these difficulties, SeDiCI hosts nowadays more than 14000 academic resources produced in the UNLP, which are freely accessible via a web portal. SeDiCI is currently one of the most important digital repositories at the national and regional (Latin America) level. This work presents many of the experiencies and challenges that have shaped up SeDiCi, describing problems, context and solution approaches. Topics include the need for institutional support, many cataloguing issues, ways to improve services to users, resource digesting (import), among others. This document also describes some of the new and most recent challenges and the current research and development trends, which are oriented to improve and extend the services provided by SeDiCI (harvesting tools, text analysis tools, ontologies and semantic repositories, open access legislation, DSI, Self-archiving, and many others). The purpose of this document is to share the lived experiences with this project, which may be useful to other institutions working on their own digital repositories.
The Ibero-American Science and Technology Education Consortium (ISTEC) is a non-profit organization comprised of educational, research, industrial, and multilateral organizations throughout the Americas and the Iberian Peninsula. The Consortium has been established to foster scientific, engineering, and technology education, joint international research and development efforts among its members, and to provide a cost-effective vehicle for the application and transfer of technology. In mid 1990 personnel from the University of New Mexico visited countries in Latin America to identify and evaluate opportunities for successful collaboration in science, technology and education. Meetings were held with officials from various governments, educational institutions, research facilities, and industrial firms to gage interest in establishing efforts for international cooperation in technical fields. The meetings resulted in the identification of areas of common interest for employing hands-on education, research, and technology transfer in state-of-the-art technology and science. As a result of these visits, an organizational meeting was held in December of 1990, at the University of New Mexico, involving personnel from universities, industries, governments, and foundations throughout Ibero-America. Este trabajo describe las características y resultados de los proyectos de la iniciativa Library Linkage (Liblink) del Consorcio Iberoamericano para la Educación en Ciencia y Tecnología (ISTEC). Dedicada en sus inicios al intercambio de acervos bibliográficos, la iniciativa ha diversificado sus actividades: Acceso Abierto, Ciencia Abierta, repositorios, gobierno abierto, preservación digital,interoperabilidad, visibilidad, sirviéndose para esto, entre otros saberes, del avance de las TICs. La actual gestión enfrenta un escenario de oportunidades y desafíos en su tarea de apoyar el trabajo desarrollado por las universidades miembro. A los proyectos actuales (Celsius 3, Harvester, OPAC ISTEC, Portal de Congresos) se le suman nuevos: Gestión editorial, calidad y visibilidad de revistas científicas y mejora de la excelencia académica y posicionamiento en rankings. ; This paper describes the characteristics and results of the projects of the Library Linkage (Liblink), an initiative of the Ibero-American for Science and Technology Education Consortium (ISTEC). The intent is to share 28 years of experience of the Ibero-American Science and Technology Education Consortium (ISTEC, www.istec.org). The original idea of ISTEC was to use Science and Technology (S&T) as the common language and catalyst for social, cultural, political, and economic development. We envisioned then the use of S&T language for practical Peace Engineering international efforts. ISTEC is also about sharing (information, technology, services) by forming alliances among academia, industry, government agencies, and multilateral organizations. The success of ISTEC is based in Trust, that is: transparency, efficiency, effectiveness, professionalism, competitiveness, competence, knowledge, culture of quality and accountability. ISTEC is action oriented. We intend to share the problems we encountered and identified, the initiatives developed to tackle those problems, our successes and failures, our experience from managing the organization to project development and execution of the different initiatives. Lastly, we want to establish a dialogue under Peace Engineering to address the current and future Global Challenges. Therefore, the specific challenge is for IFEES-GEDC leadership and its membership to create a Peace Engineering Initiative under which concrete efforts can be identified, developed, funded and executed. ; Proyecto de Enlace de Bibliotecas
La preservación digital se define como el conjunto de prácticas de naturaleza política, estratégica y acciones concretas, destinadas a asegurar el acceso a los objetos digitales a largo plazo. El desarrollo de los repositorios institucionales, el crecimiento de sus contenidos y el reconocimiento de que la actividad institucional se canaliza, cada vez más, en soporte digital, obliga a los repositorios a acompañar su desarrollo con actividades destinadas a la preservación. En este trabajo se presentan el estándar 14721 (OAIS), los metadatos PREMIS y las directrices para la preservación, en conjunto con el esquema METS, para finalmente, explorar los metadatos en esquemas muy utilizados en la tarea normal de un repositorio (MODS, DC) y señalar los que resultan útiles a los fines de la preservación, proponiendo su reutilización. Un segundo objetivo práctico es mostrar qué herramientas de preservación ofrece el desarrollo DSpace que sustenta al repositorio SeDiCI - UNLP. ; Digital preservation is defined as a set of political and strategic practices and concrete actions deployed to ensure long term access to digital objects. The development of institutional repositories, growth of their content and awareness that institutional activity is increasingly channeled through digital media require the deployment of preservation activities to sustain the evolution of repositories. This work presents ISO standard 14721 (OAIS), PREMIS metadata and guidelines for preservation, along with the METS schema to finally explWore metadata in widely-used repository-related schema (MODS, DC) and point out those useful for preservation purposes, proposing their reuse. The aim of this paper is to present an historical compendium of ISTEC's activities in the region, highlighting its core ideas and principles, and how these have been successfully applied for the benefit of many higher education institutions. These aim at dynamically improving the quality of quant coveraand access to of education in Latin America. They reflect ISTEC's multidisciplinary approach, based on entrepreneurial activities, not only to educate engineers but to produce the next generation of leaders the region needs. Latin America must be placed in the world map of education, innovation, generation of wealth and intellectual property with a strong sense of social responsibility. Due to the nature of ISTEC's members and strategic partners, the consortium can leverage and balance the influence of academia, industrial partners and government bodies to make the "Triple Helix" work for the benefit of our peoples in general, across geographical, cultural and social borders. ; El objetivo de este artículo es presentar una descripción histórica de las actividades del ISTEC en la región, haciendo hincapié en sus ideas y principios fundamentales, y describir cómo éstos han sido aplicados con éxito en beneficio de muchas instituciones de educación superior. Éstas tienen el objetivo de mejorar dinámicamente la calidad y cantidad de la cobertura y acceso a la educación en América Latina. Reflejan el enfoque multidisciplinario del ISTEC, basado en actividades emprendedoras, no sólo para educar ingenieros pero también para producir la siguiente generación de líderes que la región requiere. Los repositorios digitales son utilizados en el ámbito académico para democratizar el conocimiento. El propósito del artículo es ofrecer diagnóstico y caracterización de dichos repositorios, además de realizar un breve análisis de la situación jurídica para su implementación en el Ecuador. Se utilizaron el método analítico y los tipos de investigación descriptiva y exploratoria, encontrándose que de los (30) treinta repositorios registrados la mayoría se encuentran en instituciones de educación superior privadas y pertenecen a la categoría de base de datos. ; Digital repositories are used in the academic field to democratize knowledge. The purpose of the article is to offer diagnosis and characterization of these repositories, as well as to make a brief analysis of the legal situation for its implementation in Ecuador. We used the analytical method and the type of descriptive and exploratory research, finding that of the thirty registered repositories the majority are in private higher education institutions and belong to the database category. ; Servicio de Difusión de la Creación Intelectual
Los repositorios institucionales son depósitos de archivos digitales de diferentes tipologías para accederlos, difundirlos y preservarlos. Este artículo tiene como propósito explicar la importancia de los repositorios en el ámbito académico de la Ingeniería como una manera de democratizar el conocimiento por parte de los docentes, investigadores y alumnos para contribuir al desarrollo social y humano. Estos repositorios, enmarcados generalmente en la iniciativa Open Access, permiten asegurar el acceso libre y abierto (sin restricciones legales y económicas) a los diferentes sectores de la sociedad y de esa manera puedan hacer uso de los servicios que ofrecen. Finalmente, los repositorios están evolucionando en el ámbito académico y científico, y las diferentes disciplinas de la Ingeniería deben prepararse para brindar un conjunto de servicios a través de esos sistemas para la sociedad de hoy y del futuro. ; Institutional repositories are deposits of different types of digital files for access, disseminate and preserve them. This paper aims to explain the importance of repositories in the academic field of engineering as a way to democratize knowledge by teachers, researchers and students to contribute to social and human development. These repositories, usually framed in the Open Access Initiative, allow to ensure access free and open (unrestricted legal and economic) to different sectors of society and, thus, can make use of the services they offer. El Servicio de Difusión de la Creación Intelectual es un proyecto de Repositorio Digital Institucional creado dentro de la UNLP, orientado a funcionar como el punto central de difusión de toda la producción académica generada dentro de la institución. Dada la tendencia vista en las principales instituciones académicas del mundo de hacer pública su producción científica a través de repositorios digitales de acceso abierto, el SeDiCI pasa a ser una herramienta estratégica para la jerarquización de la institución. Desde su creación en el año 2003, el SeDiCI ha afrontado diversas dificultades que han influído directa o indirectamente en su desarrollo y crecimiento, pero aún a pesar de estas problemáticas, actualmente el SeDiCI cuenta con una base de datos documental que supera los 14000 recursos académicos propios (de la UNLP) expuestos bajo las políticas del Acceso Abierto. Esto convierte al SeDiCI en uno de los principales exponentes en su tipo, tanto a nivel nacional como regional (América Latina). En este documento se presentan experiencias y desafíos que el SeDiCI ha enfrentado, describiendo en cada caso el problema, su contexto y las vías de acción tomadas para superarlo. Los principales tópicos son: necesidad de apoyo institucional, reglas y metodologías de catalogación, mejoras en los servicios provistos a los usuarios, importación de recursos, entre otros. Adicionalmente se describen algunos de los desafíos actuales, diferentes líneas de investigación y desarrollo orientadas a resolver los retos y a expandir y mejorar los servicios proporcionados a la comunidad de usuarios.
