The regional level as boundary organization? An analysis of climate change adaptation governance in Norway

Climate change-driven ocean acidification (OA) is causing rapid change to global ecosystems and poses a significant threat to marine life. However, predicting ecosystem effects remains highly uncertain and governance responses to OA are not yet forthcoming. Adaptive governance can provide a means to deal with this uncertainty and we consider its application to the polycentric governance of adaptation responses to OA in Scotland, focussing on the aquaculture industry as a vulnerable sector. A workshop was used to develop potential responses to OA and to gain information about present and potential capacity for adaptive governance at national and regional levels. Scottish legislation, policy and planning documents were subsequently analysed to enable description of how governance and management arrangements constrain or enable adaptation responses. Legislative and policy analysis indicates convergence across emerging mechanisms in support of adaptive governance and identified interventions. Recent advances in climate change adaptation in Scotland promotes integration of adaptation into wider Scottish Government policy development and functions, based on iterative and collaborative processes across scales. Alongside this, new models of coastal and marine governance, including a partnership-led regional marine planning process and devolution of seabed management rights under Crown Estate Scotland, seek to advance new models of locally-led and learning-based planning and management which can support adaptation responses. However, adaptation measures at operational scale requires flexibility in the aquaculture licensing regime which is currently of low adaptive capacity. Further, expansion of the industry faces social and ecological constraints which limit spatial measures, and are complicated by uncertainty in predicting local OA effects. The mutual interaction of climate change and the highly weatherdependent ski tourism business is drawing increasing attention from the academic, commercial and political arenas. Changes in the cryosphere are becoming major determinants of the sustainability of ski areas. Therefore, there is a great deal of literature entailing impact and adaptation studies regarding ski areas, resorts, and destinations; however, research on the demand side of the issue is relatively limited. In this paper, the relationship between climate change and a niche segment of ski tourism, summer skiing, is discussed with regard to the awareness, perceptions, and mitigation and substitution behaviours of visitors to the summer downhill ski centres in Norway – an underresearched country, despite its recognition as the cradle of skiing. For this purpose, a comprehensive survey was administered to a sample of 224 subjects. The results revealed high climate change awareness but limited climate friendliness, and a strong emphasis on the immediate climate impacts on summer skiing that create a tendency towards ski activity substitution within Norway. Individual profiles also played a significant role in the anticipated mitigation and substitution behaviours. The implications of the results involving demand attitude and behaviour are further discussed with regard to the suppliers.

The absence of clear signals from the Norwegian state concerning climate change adaptation provides an opportunity to investigate why some municipalities have addressed adaptation to climate change while others have not. Although difficulties associated with implementing adaptation to climate change are well documented, less is known about those individuals who take the lead. On the basis of in-depth interviews and interaction with eight Norwegian municipalities that have begun working with climate adaptation, we examine how climate adaptation has been added to the local agenda. We find that adaptation planning has progressed more in those municipalities where officials are engaged and actively seeking external expertise and support. We conclude that, without a clearer national adaptation policy and greater resource allocation and legislation, adaptation to climate change within Norwegian municipalities is unlikely to progress further.
The United Nations Sustainable Development Goals (SDGs) is a new discursive regime that encompasses global environmental change challenges and sustainability sciences, including adaptation to climate change. Co-production of knowledge has become a key, intrinsic component in both sustainability sciences and adaptation research. In this review article, we investigate if and how the SDG agenda is included in the application of participatory approaches and co-production of knowledge for climate change adaptation. We review findings from such processes in projects whose objective is to foster adaptation in the context of SDGs and to categorize the methods employed to forward co-production. We investigate 1) whether and how co-production approaches localize SDG targets and address tradeoffs and synergies, 2) whether they focus on power asymmetries and political dimensions in such participatory processes, and 3) whether and how the literature show that the SDG agenda contributes to a shift in the role of researchers towards a more interventionist approach to co-production. Our results show that there is little evidence that the SDG agenda contributes to a shift towards more interventionist or transformative approaches within climate change adaptation. Further, we have a identified a missed opportunity in the exclusion of "social" SDGs (SDG 5 and 10) in the discussions of adaptation and co-production and SGDs. Most importantly, we find that participatory efforts, including the co-production of knowledge, for localizing SDG goals and resolving tradeoffs and benefits, are the most salient aspects that tie the three co-production - adaptation - the SDG agenda together. Such participatory localizing processes have a great potential in facilitating long-enduring empowerment and legitimacy in adaptation efforts.

Tourism has been booming in Svalbard and has almost returned to pre-pandemic levels. At the same time, the island is a hotspot of rapid and cascading climate and environmental changes, which are already placing natural and social systems under stress. There is more precipitation, less sea ice, and glaciers are shrinking at an increasing rate. Presently, sweeping legislative changes are underway in Svalbard that hold the potential to change the scope and conditions of tourism in multiple ways. Drawing on a review of literature presenting recent projections for climate and environmental change and interviews with tourism actors (n=25), this article outlines how climate and environmental changes are currently impacting nature-based tourism actors in the archipelago and discusses opportunities and barriers for their adaptation to current and projected changes. We define impacts in three broad categories: increased vulnerability of ecosystems; climate risks to tourism; and climate change benefits to tourism. We find that tourism actors have a high adaptive capacity to said changes, taking advantage of increased access due to shrinking ice in the fjords and extending the summer season into the autumn months due to higher temperatures. Avalanches and other natural hazard risks are increasing, causing a higher frequency of disruptions to organized tours and excursions. This article contributes to ongoing discussions about how the tourism industry and residents will be impacted by the cascading and cumulative effects of climatic and environmental changes on Svalbard.

Formalised knowledge systems, including universities and research institutes, are important for contemporary societies. They are, however, also arguably failing humanity when their impact is measured against the level of progress being made in stimulating the societal changes needed to address challenges like climate change. In this research we used a novel futures-oriented and participatory approach that asked what future envisioned knowledge systems might need to look like and how we might get there. Findings suggest that envisioned future systems will need to be much more collaborative, open, diverse, egalitarian, and able to work with values and systemic issues. They will also need to go beyond producing knowledge about our world to generating wisdom about how to act within it. To get to envisioned systems we will need to rapidly scale methodological innovations, connect innovators, and creatively accelerate learning about working with intractable challenges. We will also need to create new funding schemes, a global knowledge commons, and challenge deeply held assumptions. To genuinely be a creative force in supporting longevity of human and non-human life on our planet, the shift in knowledge systems will probably need to be at the scale of the enlightenment and speed of the scientific and technological revolution accompanying the second World War. This will require bold and strategic action from governments, scientists, civic society and sustained transformational intent. ; publishedVersion
