Strategic Environmental Assessment (SEA) is a tool that aims to integrate environmental issues into decision-making processes, usually to support the development of sectoral or territorial plans and programs. SEA is mandatory in the European Union and is applied to water management in France. Water management in Brazil is inspired by the French model, but does not have SEA; in the state of São Paulo watersheds of interest for public supply have specific norms and can count on a Development and Environmental Protection Plan (PDPA). Abstract Scholarly papers on Environmental Impact Assessment (EIA) in Brazil were reviewed aiming at surveying the state of research in this field. Searches in three databases identified 131 papers published between 1985 and 2015. They were classified under: case analysis (45%); analysis of the EIA system (32%), discussion about methods (15%) and evaluation of quality of EIA documents (8%). It was found that those papers: (i) deal with highly complex cases; (ii) identify several weaknesses in the EIA system, but also some achievements and improvements; (iii) address a number of weaknesses identified in other studies; and (iv) show recurrent deficiencies, as well as temporal evolution in the quality of EIA documents. Some topics often pointed as weaknesses in the national debate and the international literature were not addressed in this set of papers. This research field is at an early development stage in Brazil, but features a growing number of publications.

Abstract The Brazilian sugarcane industry has experienced a rapid expansion during the 2000s. The prediction of the sugarcane crop expansion in the coming decades raises controversy about social and environmental impacts, which are partially evaluated in the current energy planning. In order to integrate these discussions to the decision-making, this article aims at presenting a Strategic Environmental Assessment framework to support the sugarcane expansion planning as presented in the national Decennial Energy Plan. The main positive aspects of this framework include: the integration of environmental, social and economic issues providing strategic focus and sustainability to the decision-making; the proposition of sustainability indicators whose data are available for watershed scale; and guidelines for analyzing alternative scenarios established in the energy planning. The authors believe this framework allows integrating sustainability into the decision-making of the sugarcane expansion planning supported by the Strategic Environmental Assessment.

O objetivo deste trabalho é apresentar o histórico de ocupação nas áreasde mananciais na Região Metropolitana de São Paulo (RMSP) e a evolução da legislação relacionada a essa problemática do ponto de vista da gestão de recursos hídricos. Foi utilizada metodologia descritiva, com pesquisas a material bibliográfico e documental, buscando apresentar as principais leis relativas à proteção das áreas de mananciais da RMSP e sobre gestão de recursos hídricos e ambiental. Foi possível observar um avanço na concepção da legislação e do formato proposto para o gerenciamento das áreas de mananciais, porém, limitado pela ausência de um mecanismo mais efetivo para gestão metropolitana. A construção da gestão metropolitana na RMSP poderia ampliar a capacidade de integração entre municípios e setores. A integração entre a gestão de recursos hídricos e a gestão territorial mostrou-se fundamental para a proteção dos mananciais. A nova lei de proteção aos mananciais, Lei Estadual nº 9.866/97, se apresenta como descentralizada, participativa, com foco em ações não estruturais e na gestão integrada. Porém, a efetiva implementação da lei depende ainda da harmonização de políticas públicas setoriais, de uma extensa coordenação e cooperação entre municípios e o avanço no grau de comprometimento dos governos. ; This paper presents the history of occupation in the water source areas in São Paulo Metropolitan Region (hereinafter SPMR) and the evolution of the legislation related to this issue, from the point of view of the environmental and water management. A descriptive methodology was used, with searches into bibliographical and documental materials, in order to present the main laws for the protection of the water supply areas of SPMR and environmental and water management. It was possible to observe some progress in the premises of the both legislation and the format proposed for the management of the water source areas. However, such progress is limited due to the lack of a more effective mechanism for metropolitan management. The construction of the metropolitan management in SPMR would enlarge the capacity of integration between municipalities and sectors. The integration between the management of water and the land use management showed to be fundamental for the protection of the water sources. The new law for protection of the water sources, State Law nº 9.866/97, is decentralized and participative, focusing on non-structural actions and integrated management. Resumo Em sua Teoria das Necessidades, Maslow argumenta que no estágio de autorrealização o indivíduo teria valores B mais desenvolvidos, o que envolveria, entre outras características, a tendência a se dedicar principalmente a causas de interesse coletivo em detrimento de interesses individuais. Seria também na fase de autorrealização que o meio ambiente teria um valor intrínseco, aspecto importante se considerarmos a necessidade de desenvolver soluções para os problemas socioambientais. Nesse sentido, a Representação Social do meio ambiente teria relação com os diferentes estágios de necessidades propostos por Maslow em sua teoria? O estágio de autorrealização poderia revelar um indivíduo com uma representação globalizante do ambiente? Para responder a essas questões, foi realizado um estudo com 134 participantes adaptando e utilizando o instrumento Teste de Perfil de Motivação Ambiental e os resultados mostraram uma correlação significativa entre o estágio de autorrealização e uma representação globalizante do Meio Ambiente.

Abstract In his Theory of Needs, Maslow argues that in the self- actualization stage the individual would have more developed B- values, which would involve, among other characteristics, the tendency to be mostly dedicated to causes of collective interest to the detriment of individual interests. It would also be in the self- actualization stage that the environment would have an intrinsic value, an important aspect if we consider the need for developing solutions to socio-environmental problems. Would the Social Representation of the environment have a relationship with the different stages of needs proposed by Maslow in his theory? Could the self-actualization stage reveal an individual with a globalizing representation of the environment? To answer these questions, an study was conducted with 134 participants adapting and using the Environmental Motivation Profile Test instrument and the results showed a significant correlation between the stage of self- actualization and a globalizing representation of the Environment.
