Operational deception (Maskirovka) as a Russian capability to surprise the enemy

The aim of the article was to present the characteristics of operational deception used by the Armed Forces of the Russian Federation and to broaden the understanding of the evolution of operations using Maskirovka. Particular attention was paid to examples of its use in contemporary wars and armed conflicts - primarily in the conflict in Ukraine and in the Five-Day War in Georgia. The analysis led to an identification of trends regarding the use of deception in contemporary and future conflicts and activities other than war. It shows that the maskirovka will be increasingly used to achieve strategic goals and shape international opinion. One of the most important areas of its application will be cyberspace, enabling more effective disinformation and propaganda activities, including information warfare. Considering the dynamic development of technology and capabilities of the Armed Forces of the Russian Federation in the field of operational masking, it is justified to conduct further research in the Maskirovka area.

Celem artykułu było przedstawienie charakterystyki maskowania operacyjnego stosowanego przez Siły Zbrojne Federacji Rosyjskiej oraz poszerzenie wiedzy na temat ewoluowania działań, w których stosuje się maskirowkę. Szczególną uwagę poświęcono przykładom jej wykorzystania we współczesnych wojnach i konfliktach zbrojnych – przede wszystkim w konflikcie na Ukrainie oraz w wojnie pięciodniowej w Gruzji. Na podstawie przeprowadzonej analizy wskazano tendencje dotyczące posługiwania się maskirowką we współczesnych i przyszłych konfliktach oraz działaniach innych niż wojenne. Wynika z niej, że maskirowka będzie coraz częściej wykorzystywana do osiągania celów strategicznych oraz kształtowania opinii międzynarodowej. Jednym z najważniejszych obszarów jej stosowania stanie się cyberprzestrzeń, umożliwiająca skuteczniejsze prowadzenie działań dezinformacyjnych i propagandowych, w tym wojny informacyjnej. Ze względu na dynamiczny rozwój technologii, jak również potencjał Sił Zbrojnych Federacji Rosyjskiej do działań z zakresu maskowania operacyjnego należy kontynuować badania dotyczące maskirowki.

W sytuacji, gdy Wielka Brytania wyraziła swoją opinię odnośnie dalszego członkostwa w Unii Europejskiej i zdecydowała się na opuszczenie jej struktur, wydaje się niezbędne, aby wyjaśnić, jakie są konsekwencje tej decyzji w kontekście prawnym i konstytucyjnym. Niniejszy artykuł ma na celu przedstawienie tła referendum w sprawie członkostwa Wielkiej Brytanii w Unii, złożoności procedury wyjścia, najbardziej widocznych konsekwencji prawnych i konstytucyjnych, jak również ewentualnych przyszłych implikacji tej decyzji w zdecentralizowanym królestwie. Artykuł bazuje na szeregu dokumentów i analiz autorstwa brytyjskich oraz zagranicznymi instytucji i autorów opublikowanych zarówno przed czerwcem (2016), kiedy odbyło się referendum, jak i po. The following paper aims at presenting the background to the 'in or out' referendum on the UK's membership in the Union, the complexity of the exiting route, the most immediate legal and constitutional consequences of the decision as well as the possible future implications in the internal UK's relationship between the devolved nations. The article bases on a body of papers and analyses provided by several British and foreign institutions and authors published both before the June (2016) referendum was held and afterwards and attempts to examine the kingdom's rights in revising its deal with the European Union, the outcome of the popular vote as well as its possible implications of the new situation

Ever since the European Union expanded to admit first eights Central and Eastern European countries in 2004, and then two more in 2007, internal migration has become a major social and political matter especially in Britain, which is one of the main destinations for thousands of migrants. This article builds on the body of data provided by British national institutions to examine the kingdom's economic interests in revising its own deal in European migration policy. It presents the contemporary concerns with migrants' flows from new member states in the wider perspective of Britain's complex relationship with Europe and its own contested integration with the Union. The paper's main objective though is to argue whether questioning the existing integration principles, including the principle of free movement, is justified or whether it has just become a convenient matter in the discussion on Britain's likely withdrawal from the organization in 2017.

Artykuł dotyczy jednego z najważniejszych referendów w historii Zjednoczonego Królestwa - głosowania nad niepodległością Szkocji, które odbędzie się w 2014 r., które j est wynikiem w ygranych p rzez S zkocką P artię N arodową ( SNP) w yborów d o Parlamentu w Edynburgu w 2011 r. Referendum może przesądzić o początku rozpadu Zjednoczonego Królestwa, może jednak zapoczątkować merytoryczną debatę na temat statusu prawnopolitycznego Szkocji w brytyjskich strukturach władzy. Przede wszystkim jednak artykuł porusza problem natury szkockiego nacjonalizmu oraz dalszych szans ruchu nacjonalistycznego na scenie politycznej. The referendum may become decisive to the future of the Kingdom and its likely break-up; likewise it may trigger a serious debate on Scotland's political and legal status in the British national power structures. Above all, the article aims at analysing the issue of Scottish nationalism and the chances of nationalist movement on the political scene. The reforms conducted so far, i.e. the enlargement of Scottish autonomy, including the re-establishing of Parliament in Holyrood in 1999, have not satisfied the Scottish electorate's aspirations. The article attempts to answer whether the SNP's popularity is due to Scots' being tired of the traditional political power structures and their dependence on Westminster, or whether it is an authentic sign of maturity and conviction that Scotland may gain economically and politically becoming independent of Westminster

The article presents the results of the research concerning pedagogical observations of selected features characterizing the health-promoting models of behaviour in children and adolescents. The observations were conducted by teachers working in primary schools in Poland. The selection of the sample for the study was purposeful as it targeted foreign students attending primary schools in Poland in rural or urban areas. Altogether, the teachers carried out 211 pedagogical observations, which were then subjected to statistical analysis. Taking up the research topic in the assessment of health-promoting models of behaviour in children and adolescents is a current scientific issue due to the fact that the above-mentioned models of behaviour constitute the basis for the proper development of young people and determine the state of human health in childhood, as well as adulthood. On the other hand, conducting the research on a group of foreign children who came to Poland in recent years, mainly from Ukraine, will help diagnose their learned behaviours in times when they lack peaceful life. The research results will be helpful in school practice for Polish teachers in undertaking targeted educational activities and, if necessary, conducting interventions for those in need of support. Health-promoting models of behaviour are indicators of attitudes towards health, which result from the values adopted by individuals. Therefore, the need to advise, support and help young people to shape them properly should be emphasized.
