Vietnamese refugees in Hong Kong and the lessons for the international community

Since June 1988, 47,656 Vietnamese have arrived in HK, whilst only 7,472 departed as refugees from this place of first asylum. The figures reveal the British Government's failure to deter the flow by arbitrary redefinition. But the fact that it was successfully implemented reflects the inadequacies of current international norms and institutions which monitor and administer movements. (SJK)
