AbstractDesigning an evaluation of a federally funded, multisite demonstration program for homeless persons with alcohol and other drug problems presents a number of methodological and practical challenges. Despite these challenges, a great deal can be learned about human service programs for homeless persons from multisite demonstration programs.

AbstractEnterprise zones are intended to revitalize America's economically distressed cities and rural areas, relying primarily on tax and regulatory relief to encourage private investment in areas that otherwise might be unattractive. Congress requested a prospective evaluation based on a state program with similar features. The evaluation used multiple methods and data sources both to enrich findings and to protect against unwarranted conclusions.

Kiosk reporting is one type of electronic reporting that reduces the need for a low-risk offender to meet face-to-face with a probation officer. Probationers are identified by the kiosk using biometric measures and are prompted to provide information they would typically discuss with a probation officer. Despite its use in a variety of contexts, little is known about kiosk reporting in practice. This research provides an overview of the use of kiosk reporting among probation agencies across the United States and examines the use of kiosk reporting from the perspective of probation officers.

AbstractA representative sample of studies drawn from the published program evaluation literature is systematically examined. Weak designs, low statistical power, ad hoc measurement, and neglect of treatment implementation and program theory characterize the state of the art in program evaluation. Program evaluation research under the experimental paradigm requires better planning and execution.
