The aim of environmental monitoring programs is to provide information useful in enforcing existing environmental statutes and helping to detect and prevent future problems. Despite the considerable number of monitoring programs being conducted, information on the quality of the nation's environment remains poor and of little use in supporting environmental policymaking. Examines the role evaluation has played in developing an effective nationwide environmental monitoring system. (Abstract amended)

"This book argues there can be no theory of ethics and that any attempt at such a theory ends up distorting the moral phenomena that it is supposed to explain. It presents clear examples of moral thought outside moral theorising through literature and Wittgenstein's later philosophy. The book's precise target is moral theory understood as a theory of right action. The author begins by arguing against the assumption central to moral theory that moral judgments are universalizable; that what it is right for one agent to do in a given situation is what is right for any agent in that same situation. Rather, moral judgments are essentially first personal. The author's specific contention here is that our understanding of moral thought in literature provides grounds for rejecting the assumption that moral judgments are universalizable. The author then goes on to argue that there is some determinate and objective content to ethics connected to recognising another human being as a limit to our will. He presents several literary examples that have influenced his thinking about the nature of moral value. He combines these readings with insights from Wittgenstein's later writings to demonstrate the ways in which moral theorising fails to capture important aspects of moral thought. "Social Theory and the Political Imaginary: Practice, Critique and History is an innovative work of synthesis, critique, and analysis. It presages a social theory perspective that recognises the constitutive significance of the political imaginary in modernity. Social theory's current dilemmas are explored through a series of interlinked asssessments of some of its recent substantial strands, specifically, Luc Boltanski's pragmatism and the wider 'practical turn', the perspectives of multiple modernities and global modernity, the outlook of social and political imaginaries, and critical social theory. The political imaginary's reconfigurations are evident in the tensions of global modernity and original social theory interpretations are advanced of landmark instances of twenty-first century social contestation: the Hong Kong protests conditioned by threats to civil freedoms and a lack of self-determination, the radical democratic practices of anti-austerity movements contesting capitalist globalisation's injustices, and the inverted cosmopolitanism of the 2005 French Riots challenging the oppression and inequalities experienced by immigrant communities and marginalised youth. These incisive applications of social theory and complementary conceptual innovations illuminate the vicissitudes of social struggles, political forms, and theoretical perspectives.
