Using second-generation Israeli migrants in the United States as a case study, this article explores one unusual site in which the politics of diasporic citizenship unfolds. It examines the North American chapter of the Israeli Scouts (Tzofim Tzabar) as an arena of negotiation between representatives of the sending state apparatus and migrants over the meaning (and practices) of citizenship outside national territory. This quotidian space is important to migrants' contestation with the state concerning their claims for a form of membership that is neither territorial nor contingent upon the fulfillment of traditional civic duties (e.g., military service). Challenging the state-supported model of republicanism, in which presence in territory and the fulfillment of a predetermined set of civic duties are preconditions for citizenship, Israeli migrants advocate instead an arrangement based on a strong cultural identity and a revised set of diaspora-based material practices of support.

AbstractThe inflow of African migrants into Tel Aviv's southern neighborhoods has aroused much resentment from long‐term residents. Contesting the uneven burden sharing, which exacerbates already poor conditions at the local level, southern residents have aimed their grievances at municipal and national policymakers as well as the city's more affluent northern residents. In analyzing the contestation, this article challenges traditional conceptions of migrants as the binary opposition to residents of the host city, intruders on the shared and socio‐culturally homogenous urban arena. We build on recent theorizations of urban citizenship as an agency‐centered process to think through the ways in which city residents articulate their identities relationally and hierarchically against new and old 'others' and argue that international newcomers have destabilized long‐conceived social relations. Using narratives of long‐term southern residents, we illustrate how the uneven geographies of African migrants' settlement in Tel Aviv have (re)set in motion a process of urban citizenship formation by southern residents, thereby adding new layers of contention to what was already a highly stratified realm.
Migration industry has recently emerged as a lens through which to theorise the intertwinement of non-state actors who aim to provide diverse migration-pertaining services. However, while much of their work is done in and through cities, consequently (re)forming variegated urban landscapes, scholarly literature has thus far neglected the nexus between cities and the migration industry. In this special issue, we begin filling this gap by exploring the significance of migration industries – as a resurgent concept and an area of research from migration studies – for understanding the urban. We start by reviewing the urbanisation of migration studies, highlighting its key limits. We then move on to introduce the migration industries debate, pointing out its existing implicit urban dimensions. We proceed by elaborating our main argument about why and how migration industries provide an especially productive lens for urbanists to consider. Specifically, we stress the three key analytical vantage points that the attention to migration industries enables us to see as central to contemporary city-making. These are its political-economic embeddedness, the urban-constitutive nature of trans-local connectivities, and how business-driven city-making dovetails with more serendipitous, bottom-up shaping of the arrival city. Each of these points also describes how individual papers speak to them. We conclude by briefly outlining a research agenda for migration industries that is thoughtfully embroiled in the (post-)pandemic urban.
AbstractRecent scholarship emphasizes differences among ethnic groups' internal migration patterns. Yet, with few exceptions, research has focused on the Anglo‐American world, neglecting experiences from other regions. This paper is part of a larger research project that studies mobility among the Arab minority in Israel and its driving forces. In this paper we examine patterns of internal migration by analysing the propensity to migrate as well as migrants' individual and social characteristics. First, we survey the theoretical backdrop that is suggested by recent geographic literature on internal migration among ethnic and racial minorities, including native groups. Second, we contextualize the group studied, providing necessary background information on the political, socio‐economic and demographic conditions of Arabs in Israel. We briefly discuss attributes that are – or have been – potential hindering factors to Arab mobility in the Jewish state. Finally, we analyse 1995 national census data at the micro scale and provide a basis for future explanations of the phenomenon. We conclude by outlying some future directions in the study of internal migration of minorities in Israel.
