Discusses the relationship between workers & employers, their traditions, & strategies used over the years regarding labor issues. Moreover, it is indicated that in order to influence government, employers use their wealth & social position, whereas the workers use their votes. Developments regarding globalization, ideology & solidarity in the last century are described. It is concluded that there are signs of the emergence of a renewed push by workers for government backing of labor rights & the forging of a new rule-bound labor compact at the international level.
