Abstract
International organisations are inherently purposive actors within the international legal system, created and empowered by States to pursue finite common objectives. This teleological dimension has come to play a prominent role in the way in which international law rationalises international organisations, with their purposes given a significant, often determinative, role in delimiting their competences. This article argues that this is the product of a conscious shift in legal reasoning that took place in the aftermath of World War II. Through an analysis of a series of key post-War decisions, it identifies the common features of this 'teleological turn' and, disentangling it from other forms of legal reasoning, examines its unique underlying logic and normative claims. It demonstrates that while the teleological turn offers prospects for the systemic development of international governance, an increasingly abstract approach to the concept and identification of an organisation's 'purpose' raises a number of unresolved questions which cast a shadow of indeterminacy over the law of international organisations.
The Horizon is Moving Nearer takes the symbiotic nature of society, politics and ecology as the basis to explore how modern humans have reached a crossroads. In this era of various global health emergencies, from Covid-19 to anti-Black violence, we are confronted by a series of critical and interrelated issues which call for us to radically reimagine the ways we relate to the environment and each other. The exhibition brings together works from eight artists who use visual strategies of narrative and fragmentation as a means of dealing with the mounting complexities that define our troubled times, all the while examining the ontology of the photographic image. Through a mix of image, film, text, archival material and advanced visualisation technologies, The Horizon is Moving Nearer explores topics including toxic masculinity, climate emergency, eco-fascism, conflict, nationalism, populism, cyber-security, mass incarceration, gendered violence, abuses of Indigenous rights, Trump, Brexit and other phenomena. The context is the Anthropocene, and histories unfold individually and collectively, at a hyper-local level as well as on the global stage. There can be little doubt that joined-up government (JUG) is one of New Labour's big ideas, alongside their new managerialism. Since New Labour's initial election victory in 1997 and their subsequent second term in 2001, significant resources have been spent in developing 'joined-up' strategies for social policy. This 'big idea' stretches from Cabinet level with new groups such as the Social Exclusion Unit (SEU) and the Performance and Innovation Unit (PIU) and extends into every single social policy sector with area-based initiatives, such as Health Action, Education Action and Employment Zones, and encompasses agents from all sectors, public, private and voluntary. New Labour state that by ensuring policy making is more joined-up and strategic, social and public policy can be more 'inclusive and integrated' (White Paper, 1999: 6).
