Discusses Somaliland's quest for international recognition as an independent state amid the instability of Somalia & the latter's determination to reincorporate the former. Some historical background is provided. Somalia's lawlessness are seen as impeding the international community's doing more than lauding Somaliland's democratic development. It is contended that while recognition might prove unreachable, not only is there a case for international protection & support for Somaliland, but its legal claim for recognition has persuasive grounding. It is concluded that the elements for a road map to survival exist, even if an opportunity to recognize Somaliland has passed, & how to begin protecting the province's de facto independence is touched on. y.
