The article examines the possibility of restricting the right to freedom of speech in order to protect the national interests of the state. An analysis of normative legal acts prohibiting the dissemination of destructive information, such as calls for a violent change in the constitutional order of Ukraine, the outbreak of aggressive war, incitement to national, racial or religious hatred, etc.The right to freedom of expression is not absolute and may be limited. The article substantiates the criteria for state intervention in the information sphere, which allow limiting the dissemination of destructive information and preserving democratic values. Such criteria include the legality of the procedure, the legality of the purpose and the minimum amount of intervention.The article considers the existing mechanisms in Ukraine to respond to harmful informational influences. The law provides for liability for disseminating false information at several levels: civil, administrative and criminal. At the same time, these mechanisms are insufficient, as the concepts of «misinformation», «fake», etc. are not normatively defined. The article describes the state policy to combat destructive information influence. The bases of activity of state bodies created for the purpose of counteraction to dissemination of misinformation and propaganda are considered, namely the Center of counteraction of misinformation at Council of National Security and Defense of Ukraine and the Center of Strategic Communications and Information Security at the Ministry of Culture and Information Policy.The strategies of the state on counteraction to harmful information influence are analyzed. The article examines the possibility of restricting the right to freedom of speech in order to protect the national interests of the state. An analysis of normative legal acts prohibiting the dissemination of destructive information, such as calls for a violent change in the constitutional order of Ukraine, the outbreak of aggressive war, incitement to national, racial or religious hatred, etc.

Проанализированы нормативно-правовые акты, запрещающие распространение информации вредного содержания. Обобщено условия, при которых возможно ограничение свободы слова в демократическом обществе. Охарактеризовано государственную политику по противодействию вредному информационному воздействию. Сосредоточено внимание на работе органов государственной власти, которые созданы для противодействия распространению дезинформации и пропаганды, а именно Центра противодействия дезинформации и Центра стратегических коммуникаций и информационной безопасности. Проанализированы стратегии государства по противодействию вредному информационному воздействию. ; У статті досліджено можливості обмеження права на свободу слова з метою захисту національних інтересів держави. Проаналізовано нормативно-правові акти, що забороняють поширення інформації шкідливого змісту. Узагальнено умови, за яких є можливим обмеження свободи слова у демократичному суспільстві. Охарактеризовано державну політику з протидії шкідливому інформаційному впливу. Зосереджено увагу на роботі органів державної влади, що створені для протидії поширенню дезінформації і пропаганди, а саме Центру протидії дезінформації та Центру стратегічних комунікацій та інформаційної безпеки. Проаналізовано стратегії держави з протидії шкідливому інформаційному впливу.

Purpose: There are significant differences between countries in transition from socialism to market economy, and hence differences in investment flows. As a result, the level of economic growth, competitiveness, and integration into the world markets differs significantly. Different transformation strategies, economic policies, and the level of openness of the economy explain the differences between countries. It is revealed that the level of political rights, civil liberties and economic freedom significantly affect investment flows. The aim of this article is to highlight these differences and evaluate them. Design/Methodology/Approach: Data from 18 countries in transition are used to analyze investment security management. Findings: The study has found that countries in transition have a low level of investment flows and a low level of investment security. On average, net investment inflows account for 3.5% of GDP. There is a positive relationship between investment outflows and gross capital formation, gross savings, GDP growth, and the index of economic freedom, however, on the other hand there is negative relationship between capital outflows and the index of political rights and civil liberties. Originality/Value: Investment security management depends on institutions and institutional infrastructure as well as the ability to stimulate investment in the country. Reducing trade barriers and opening up the economy also contributes to increase investment in the country. Over the past ten years, investments in countries in transition have declined considerably due to weak investment security management. ; peer-reviewed
