This article appeared in Homeland Security Affairs (August 2012), v.8, article 11 ; "In March 2011, President Obama issued Presidential Policy Directive 8: National Preparedness that began a new chapter in the intent and scope of preparedness. To better understand the current policy, this article first chronicles the decade of refinement in preparedness -- from its definition to its guidance -- and then describes a number of emerging policy themes. It identifies policy concerns for federal policymakers to consider as the national preparedness strategic direction continues to advance. These concerns are (1) the operational approach to meeting national preparedness goal; ( 2 ) implementation of capabilities by the 'whole community'--from the federal government to individual citizens--to address the 'maximum of maximums' threats; (3) the inclusion of slowly emerging threats as priorities for action in near-term preparedness strategies; and (4) federal control over other governmental levels in the national interest."

This article appeared in Homeland Security Affairs (June 2011), v.7 no. 14 ; This article argues for a fundamental change in national preparedness guidelines and their requirements from centralized to decentralized governance using management system standards. The federal government's national preparedness requirements encompassed in the Department of Homeland Security's (DHS) National Preparedness Guidelines should be replaced by the application o f national or international preparedness management system standards. In addition to calls for preparedness standards, the widespread and growing use of standards is consistent with a number of significant homeland security management developments. These include the general stabilization and institutionalization of the federal homeland security mission and goals, the availability and use of robust preparedness management system standards, challenges in assessing preparedness capabilities, and considerations of federalism and inter governmental relations cooperation. If the Guidelines are replaced by management system standards, then two other issues must be resolved: whether the standards should be mandated and certification or accreditation processes applied. ; Approved for public release; distribution is unlimited.

Describes the author's experience with basic practices for homeland security regional partnerships in the US, particularly on what is being done to generate support for strategic collaboration and how to overcome other weaknesses revealed in catastrophes such as Hurricane Katrina.
