There are two different, interdependent components of IT that are important to a CIO: strategy, which is long-term; and tactical and operational concerns, which are short-term. Based on this distinction and its repercussions, this book clearly separates strategy from day-to-day operations and projects from operations - the two most important functions of a CIO. It starts by discussing the ideal organization of an IT department and the rationale behind it, and then goes on to debate the most pressing need - managing operations. El artículo analiza la figura del intelectual anarquista a partir de su participación escrita en periódicos, folletos y libros. Para esto nos remitiremos a un período de consolidación orgánica y de aumento en las conexiones transnacionales de este movimiento. Así, se plantea que el anarquismo en Chile concibió la actividad y función intelectual desde el obrerismo, es decir, desde la valoración preferente por la producción de ideas que surgían de los trabajadores mismos, reivindicando sus capacidades para el ejercicio teórico y desconfiando de quienes se consagraban únicamente a la labor reflexiva. Por lo tanto, a diferencia de lo sucedido en Argentina y España, en Chile un grupo de trabajadores de formación autodidacta, sin abandonar su oficio y quehacer sindical, se abocaron a tareas del pensamiento y la propaganda.
A partir de una sátira política, La comedia del no puede ser, escrita en forma de obra teatral, no para ser representada sino para criticar la tarea de gobierno y al círculo de personas que rodeaban al príncipe de Santo Buono, virrey del Perú entre 1716 y 1719, se estudian en esta aportación dos elementos esenciales de su mandato. En primer lugar, frente a los trabajos clásicos que suelen ocuparse tan solo al séquito que acompañaba desde España a los virreyes, analizamos la red clientelar que rodeó al virrey, formada por actores sociales que residían en Lima y que pertenecían a la Audiencia y al Tribunal Mayor de Cuentas. En segundo término, cotejando el juicio de residencia de Santo Buono con las críticas vertidas en esta sátira teatral, se estudian las prácticas vinculadas a la corrupción que llevó a cabo durante su etapa de gobierno. El estudio de ambos elementos, red clientelar local y dinámicas de corrupción, se aborda de forma interrelacionada.

Por un lado, la compra de cargos en Madrid con facultad de transferirlos a terceras personas, para lo cual se abonaba una cantidad superior por cada puesto. Por otro lado, la corrupción de los virreyes que, sin tener potestad para ello, permitían, previo cobro de dinero, la venta entre particulares de los cargos beneficiados en la Corte. La convergencia de ambos factores alteró de manera sustancial el sistema de gobierno político del "beneficio" trazado desde el poder central, pues acabaron ejerciendo los cargos quienes jamás fueron nombrados por el rey. ; During the first two decades of the 18th century, a secondary market for the sales of political government position was developed in the viceroyalty of Peru - and probably also in New Spain. Based on a political satire, La comedia del cannot be, written in the form of a theatrical work, not to be represented but to criticize the task of government and the circle of people that surrounded the prince of Santo Buono, viceroy of Peru between 1716 and 1719, two essential elements of his mandate are studied in this contribution. In the first place, compared to the classic works that are usually carried out only by the entourage that accompanied the viceroys from Spain, we analyze the clientele network that surrounded the viceroy, made up of social actors who resided in Lima and who belonged to the Court and the Court Major of Accounts. Secondly, comparing Santo Buono's residence trial with the criticisms made in this theatrical satire, the practices linked to corruption that he carried out during his government stage are studied. With a methodology based on cross-referencing multiple documentary sources and highlighting the value of relational capital in the political and social dynamics of the ancien régime, we study the friendship networks and rural community woven by the people of Lima in the late seventeenth century in a bid to obtain knighthood honours from military orders. We analyse existing links and how networks were created to acquire the orders' crosses and buy the positions in government, the judicial system and the treasury which the monarchy in Madrid had put up for sale. ; A partir de una metodología que se fundamenta en el cruce de múltiples fuentes documentales y en destacar el valor del capital relacional en las dinámicas políticas y sociales en el Antiguo Régimen, se estudian las redes de amistad y paisanaje que los limeños tejieron a finales del siglo XVII para conseguir los honores de caballeros de las Órdenes Militares. Se analizan los vínculos existentes y cómo articularon redes para conseguir las cruces de las Órdenes y comprar los cargos de gobierno, justicia y hacienda de América que por entonces vendía la monarquía desde Madrid.
Los estudios sobre historia de la corrupción en la monarquía hispánica se han venido realizando a partir de documentación judicial y de la generada por los denominados mecanismos de control -visitas, juicios de residencia y pesquisas- que se pusieron en marcha para verificar la acción de los agentes de gobierno. En esta aportación mostramos que la documentación emanada de esos instrumentos de control es fundamental, pero insuficiente para investigaciones que suelen estar marcadas por la complejidad. Tomamos como referencia el caso de José Antonio Rocha Carranza, marqués de Villarrocha, quien a finales del siglo XVII, tras comprar el puesto de Capitán General de Panamá y Presidente de la Audiencia, fue procesado en tres ocasiones por el Consejo de Indias por acusaciones de corrupción, condenado en primera instancia las tres veces, pero finalmente absuelto de todos los cargos que se le imputaban. Frente a una interpretación del caso que podría hacerse en clave de luchas de facciones y de poder entre Villarrocha y los oidores o miembros del cabildo que le habrían denunciado, el imprescindible cruce de fuentes documentales, en concreto con una fuente ajena a los procesos judiciales, revela que la corrupción presidió su acción de gobierno durante las tres etapas en que ocupó el citado cargo. Igualmente planteamos los problemas de método que se suelen suscitar en investigaciones relacionadas con las citadas fuentes documentales. ; Studies on the history of corruption in the Hispanic monarchy have usually been based on judicial documentation and other documents generated by the so-called mechanisms of control - visits, residence judgments and investigations - that were created to verify the government agents' action. This article demonstrates that the documentation emanating from these instruments of control is fundamental, but insufficient for research into a theme that is usually marked by complexity. The case of José Antonio Rocha Carranza, Marquis of Villarrocha, serves as a reference. After achieving the position of Captain General of Panama and President of the Audiencia at the end of the seventeenth century, Villarocha was accused of corruption three times by the Council of the Indies, convicted in the first instance in all three cases, but finally acquitted of all charges. Faced with the task of interpreting the case in terms of the factional and power struggles between Villarrocha and the oidores or members of the Cabildo who denounced him, the indispensable cross-referencing of documentary sources -in particular with a source from outside of the judicial processes- reveals that corruption presided over Villarocha's government action during the three periods in which he occupied the above-mentioned position. Likewise, we lay out the methodological problems that tend to arise in investigations related to the aforementioned documentary sources.
