Résumé Face aux nombreux défis sécuritaires transnationaux en Afrique, parmi lesquels le terrorisme, le trafic de drogues et le changement climatique, se concentrer, comme par le passé, uniquement sur la coopération militaire est une erreur majeure. L'Occident souffre encore des retombées néfastes de son soutien militaire, pendant la Guerre froide, à des gouvernements africains corrompus et autoritaires. Cette logique relève d'une vision à court terme, alors que ce sont ces maux qui font le lit de l'instabilité et permettent aux trafics en tous genres de se développer. Le renforcement de la démocratie et de la bonne gouvernance en Afrique doit donc devenir une composante essentielle de la politique de sécurité des États-Unis et de ses partenaires internationaux.
