O legado da Primeira Conferência Nacional de Segurança Pública e as concepções de representação política no CONASP
The public security field has a late insertion and is still under construction in the participatory institucionalities, such as councils and national conferences, presenting many challenges. This text discuss the legacy of the 1st National Conference on Public Security - Primeira Conferência Nacional de Segurança Pública (Conseg) considering the Public Security National Council - Conselho Nacional de Segurança Pública (Conasp) as the locus of the analysis. The relevance of the Conasp resides in the fact that its restructuration has taken place just after the Conseg. The objective of this research is to analyze how the concepts of political representation are understood and mobilized by civil society counselors, workers and managers. Achieving this goal, observations of Conasp meetings, interviews with counselors, analysis of minutes and questionnaires were carried out. The precursor approach of Hanna Pitkin is reviewed, specially the formalistic dimension of representation. The most recent debate about representation is also incorporated, as well as the representation as advocacy and emphasis on the politics of presence, developed by Philips. It should be noted that the legacy of the Conference is more related to the existence of networks that were established, than in terms of approved guidelines. In order to deal with concepts of political representation, it is necessary to characterize the specificities of civil society's representation, conceiving it in a plural way and highlighting the relevance of the council for the worker's representation.
