The constructive solution of the timber vault at the Plenary Hall of the Senate in Madrid (Spain) ; La solución constructiva de la bóveda encamonada del salón de plenos del palacio del Senado en Madrid (España)
[EN] The constructive type of the timber vault that covers the Plenary Hall of the Palace of the Senate of Spain belonging to the fi rst quarter of the 19th century is analyzed, being composed of the following elements: a rectangular soffi t or timber slab with the voids fi lled up with plaster armed with fi bers of esparto, which is hung by means of claspers from a few longitudinal straps of the wooden trusses of the original cover; a half vault formed by double table "camones" supported by a continuous wooden perimeter. By the inner face the soffi t and the half vault are provided by plaster and separated by a semicircular perimetric molding in the North and South sides. The papers presents a historical investigation of the changes since the former Augustinian church to the Lounge of Spanish Parliament and Lounge of Plenary sessions, an analysis of the constructive type to which the vault belongs, a geometric characterization and a description of the principal elements. ; [ES] Se analiza el tipo constructivo de la bóveda encamonada que cubre el Salón de Plenos del Palacio del Senado de España del primer cuarto del siglo XIX, que está compuesta por los siguientes elementos: un plafón rectangular o forjado de tablas con entrevigado de yeso armado con fi bras de esparto, que está colgado mediante abrazaderas de unas vigas longitudinales que se apoyan sobre los tirantes de las cerchas de madera de la cubierta original. Y por una semibóveda formada por camones de dobles tablas apoyados en un encadenado perimetral. Por el intradós el plafón y la semibóveda están guarnecidos con yeso y separados entre sí por una moldura perimetral semicircular en los lados Norte y Sur. En el trabajo se presenta una investigación histórica de los cambios registrados desde la antigua iglesia agustina, hasta el Salón de Cortes y Salón de Plenos, un análisis del tipo constructivo al que pertenece la bóveda, una caracterización geométrica y una descripción de los principales elementos. ; Peer reviewed

Strategies of the poorest in local water conflict and cooperation - evidence from Vietnam, Bolivia and Zambia
Media stories often speak of a future dominated by large-scale water wars. Rather less attention has been paid to the way water conflicts play out at local levels and form part of people's everyday lives. Based on case study studies from Vietnam, Bolivia and Zambia, this paper examines the strategies of poor households in local water conflicts. It is shown how such households may not only engage actively in collaborative water management but may also apply risk aversion strategies when faced with powerful adversaries in conflict situations. It is further shown how dependency relations between poor and wealthy households can reduce the scope of action for the poor in water conflicts. As a result, poor households can be forced to abstain from defending their water resources in order to maintain socio-economic and political ties with the very same households that oppose them in water conflicts. The paper concludes by briefly discussing how the poorest can be supported in local water conflicts. This includes ensuring that alternative spaces for expressing grievances exist and are accessible; facilitating that water sharing agreements and rights are clearly stipulated and monitored; and working beyond water governance to reduce the socio-economic dependency-relations of poor households.

First observation of an attractive interaction between a proton and a cascade baryon
This Letter presents the first experimental observation of the attractive strong interaction between a proton and a multistrange baryon (hyperon) Ξ−. The result is extracted from two-particle correlations of combined p−Ξ−⊕¯p−¯Ξ+ pairs measured in p−Pb collisions at √sNN=5.02 TeV at the LHC with ALICE. The measured correlation function is compared with the prediction obtained assuming only an attractive Coulomb interaction and a standard deviation in the range [3.6, 5.3] is found. Since the measured p−Ξ−⊕¯p−¯Ξ+ correlation is significantly enhanced with respect to the Coulomb prediction, the presence of an additional, strong, attractive interaction is evident. The data are compatible with recent lattice calculations by the HAL-QCD Collaboration, with a standard deviation in the range [1.8, 3.7]. The lattice potential predicts a shallow repulsive Ξ− interaction within pure neutron matter and this implies stiffer equations of state for neutron-rich matter including hyperons. Implications of the strong interaction for the modeling of neutron stars are discussed. ; A. I.
