Ever increasing and diverse use of the marine environment and consequent impacts on marine life, habitats and landscapes make prominent the need for policy and policy‐making procedures that promote resilience and sustainability. In this paper, we focus on the Drivers–Pressures–State Changes–Impacts–Responses (DPSIR) framework, which seeks to represent and hence enable the management of key relationships formed between natural systems, designed systems and social systems. The DPSIR framework is widely used to assess and manage the impact of policy changes and associated problems; however, a change is evident in recent applications of the approach: an expert‐driven, evidence‐focussed mode of use is giving way to the use of the framework as a heuristic device to facilitate engagement, communication and understanding between different stakeholders. In this paper, an assessment is made of how holistic DPSIR practice is in the context of the marine environment and we argue that the paradigmatic turn from realist to interpretivist reveals the DPSIR approach's multiparadigmatic and holistic potential. This paper examines the potential relationships between the ecosystem services provided by the coastal and marine environment and the designation of marine protected areas. The hypothesis is that relationships exist between the provision of ecosystem services and the features protected by marine protected areas. It is considered that protection will maintain these features in good ecological condition and in some cases will restore ecological functioning with positive effects on the delivery of ecosystem services, as pressures upon the protected features are reduced. As the number of marine protected area designations grows, system-wide effects to communities from improvements in delivery of a range of ecosystem services may be realised. This paper provides a comparative analysis of the jurisdictional marine protected area policies proposed by the English, Welsh and Scottish Governments. It presents structured assessment matrices developed from the literature and expert opinion, of ecosystem service provision by marine protected habitats and species and applies the findings to a range of existing UK marine protected areas to demonstrate its relevance. The approach and case study findings are discussed within the wider context of marine ecosystem services and marine protected area management.

© 2015 Elsevier Ltd. The management of marine resources is a complex process driven by the dynamics of the natural system and the influence of stakeholders including policy-makers. An integration of natural and social sciences research is required by policy-makers to better understand, and manage sustainably, natural changes and anthropogenic activities within particular marine systems. Given the uncertain development of activities in the marine environment, future scenarios assessments can be used to investigate whether marine policy measures are robust and sustainable. This paper develops an interdisciplinary framework, which incorporates future scenarios assessments, and identifies four main types of evaluation needed to integrate natural and social sciences research to support the integrated management of the marine environment: environmental policy and governance assessments; ecosystem services, indicators and valuation; modelling tools for management evaluations, and risk assessment and risk management. The importance of stakeholder engagement within each evaluation method is highlighted. The paper focuses on the transnational spatial marine management of the Dogger Bank, in the central North Sea, a site which is very important ecologically, economically and politically. Current management practices are reviewed, and research tools to support future management decisions are applied and discussed in relation to two main vectors of change affecting the Dogger Bank, namely commercial fisheries and offshore wind farm developments, and in relation to the need for nature conservation. The input of local knowledge through stakeholder engagement is highlighted as a necessary requirement to produce site-specific policy recommendations for the future management of the Dogger Bank. We present wider policy recommendations to integrate natural and social sciences in a global marine context.

An interdisciplinary approach is needed to carry out such an assessment whereby economic analysis is used to evaluate the outputs from ecological analysis that determines the expected effects of such management measures. This paper applies and tests an existing six-step approach to assess costs and benefits of management measures with potential to support the overall goal of the MSFD and discusses a range of ecological and economic analytical tools applicable to this task. Environmental cost-benefit analyses are considered for selected PoMs in three European case studies: Baltic Sea (Finland), East Coast Marine Plan area (UK) and the Bay of Biscay (Spain). These contrasting case studies are used to investigate the application of environmental cost-benefit analysis including the challenges, opportunities and lessons learnt from using this approach. This paper demonstrates that there are opportunities in applying the six-step environmental cost-benefit analysis framework presented to assess the impact of PoMs. However, given demonstrated limitations of knowledge and data availability, application of other economic techniques should also be considered (although not applied here) to complement the more formal environmental cost-benefit analysis approach. ; Publisher PDF ; Peer reviewed
