The trend of growing business concentration has become common for the process of developing of Lithuanian economy nowadays; besides, high concentration in certain industries could be related to the former state monopoly privatization. A market or an industry, dominated by several producers or sellers, is considered to be oligopoly. The economists of the neo-classical school, accompanied by the scholars of modern microeconomics and industrial organization, associate oligopoly with a threat of cartels or other agreements on coordination of behaviour, improper use of the dominating position, consumer ineffective equilibrium even in case of fair competition. The article presents the complex research on business concentration in the main sectors of Lithuanian industry, trade and services in an attempt to identify oligopolistic industries and evaluate their weight in the economy of the state. The evaluation of concentration is quantitative: the calculations are made by applying the concentration and the Herfindahl-Hirschman ratios – the ones that are most commonly used in similar researches. The 4-digit (detailed) classification of economic activities, approved by the Department of Statistics to the Government of the Republic of Lithuania, is used to distinguish between industries. Published economic activity level statistics for the calendar year 2006 together with the data on the sales of the largest enterprises in potentially concentrated industries are involved in the research.

In today's economy the main market factors are self-regulated by the market. Despite that, the government role in economics is still substantial and the market most probably can not exist without it. In situations when the market itself can not quickly and eff ectively respond to problems for the benefi t of the society the government still have to take the leading role. However, decisions on the regulating measures to be implemented have to be made with care and thoroughly evaluated in advance. The current methodology on the evaluation of regulating measures imposed by the government of Lithuania does not ensure transparent and thorough evaluation of the regulating measures. The article reviews foreign practice and examines the possibilities of using the cost-benefit analysis (used world-wide for the evaluation of investment projects) for governments for the evaluation of the regulation measures to be implemented. Specific features of the cost-benefit analysis are examined and the specific needs of evaluation of the regulation measures are being addressed. The hypothetical example of application of the methodology is presented. The conclusions are drawn at the end - the cost-benefi t analysis even though having some drawbacks is found to be able to significantly improve the quality of the analysis of possible impact of the implementation of regulating measures. Prieš priimant sprendimą dėl vienos ar kitos reguliavimo priemonės įgyvendinimo, turi būti detaliai išnagrinėtas ir įvertintas tikėtinas jos poveikis. Šiuo metu Lietuvoje Respublikos Vyriausybės patvirtinta Sprendimų projektų poveikio vertinimo metodika neužtikrina kokybiško sprendimo poveikio vertinimo. Straipsnyje nagrinėjama užsienio šalių praktika, išlaidų ir naudos analizės (pasaulinėje praktikoje plačiai taikomos nagrinėjant investicinius projektus) taikymo galimybės valstybės priimamoms reguliavimo priemonėms vertinti. Pateikiami pagrindiniai išlaidų ir naudos analizės principai, nagrinėjamos valstybės reguliavimo priemonių vertinimo galimybės. Straipsnio pabaigoje atliekamas hipotetinės reguliavimo priemonės vertinimas. Atliktas vertinimas rodo, kad išlaidų ir naudos analizės metodas nors turi trūkumų, galėtų labai pagerinti planuojamų priimti reguliavimo priemonių vertinimo kokybę. Presented paper aims to reveal new aspects of propensity to emigrate. Overview of prevailing emigration theories is being followed by insight into current emigration tendencies in the European Union. Authors point out, that, despite economic driving forces are rather significant, they alone can not explain why similarly developed countries demonstrate different propensity to emigrate. Difference between qualified and low-qualified labour markets has been distinguished. Driving forces initiating emigration of qualified labour force are being discussed by taking a closer look at supply and demand of knowledge-susceptible employees. Structure of Lithuanian economy, number of universities' graduates, and responses of 1001 business enterprises about supply and demand of high-skilled employees have been taken into account. Applied approach let to reveal new aspects of qualified labour force emigration motives.
