Examines the transition in refugee policies among African nations from an "open door policy" in the 1960s through 1980s to a retreat from commitment to their acceptance since the 1990s, identifies reasons for this policy shift, & makes recommendations that might help African nations to care for the refugee problem in an ethical manner. The magnitude & complexity of the problem has been overwhelming for many nations, & the acceptance of refugees has led to cross-border conflicts. Criminal elements among the refugees have also threatened security, & large numbers of refugees have damaged the environment, upset ecosystems, & depleted stocks. Xenophobia has replaced past sympathy for populations fighting colonialism. Developing countries, also struggling under debt imposed by the International Monetary Fund & the World Bank, resent the lack of burden sharing from industrialized nations. Recommendations by the Southern African Regional Protection Meeting in Maputo in June 1997 give positive steps nations may take to influence their populations to respond to refugee problems in a more humanitarian way. 33 References. Pourtant si les Africains du sud du Sahara occupent encore aujourd'hui une place modeste au sein des populations étrangères installées en Belgique, leur statut et leur image restent fortement marqués par les stéréotypes hérités du passé colonial du royaume.

A recurrent issue in refugee protection is the increase in insecurity in the areas they inhabit. In East Africa, the increase in crime is playing a paramount role in determinig the response of the host states. The solution to security problems is to make sure all refugees are disarmed upon admission into the host country and to ensure as much as possible that refugees are not concentrated in one place, especially in border regions. The international community must cooperate with host states to ensure that these measures are achieved. (RPN/DÜI)
