AbstractWater management is a fertile terrain for research, and can be investigated using several methodological instruments and approaches. Multipurpose water resources, which allow for the contemporary presence of in‐stream (fishing, swimming, etc.) and off‐stream uses (agriculture, household, etc.), are particularly difficult to management due to increasing water demand and the conflict between consumptive and not consumptive uses. New scenarios in agricultural policy (Reform of the European Common Agricultural Policy) and new requests from local stakeholders (recreational activities, rising household water demand, etc.) involve use of decision support methods to find a balance between multiple potential uses. This study describes the application of multicriteria decision aid for choosing the best project for water management and local development among a set of alternatives, using the regime method. The regime method can integrate quantitative data with quality judgement and preference index. The study aims to verify if the regime approach is understandable for the decision maker and if it is suitable for use in ambiguous situations where no quantitative information is available. It is not always possible to get the 'best alternative' in multicriteria evaluation: in this study we found two top‐rank alternatives, with minor differences, to submit to the decision maker. The 2030 Agenda and Sustainable Development Goals were adopted by the United Nations in 2015 as a universal call to action to end poverty, protect the planet, and ensure that by 2030 all people enjoy peace and prosperity. The success or failure in their implementation largely depends on the national implementation effort, measured within wide and compound indicator frameworks. Due to such complexity, providing a simple but comprehensive view on the progress to achieve the SDGs is a priority. Moreover, the measure of the progress allows the consistency among the different dimensions of sustainable development to be assessed. The purpose of this work is to evaluate the results accomplished by European Union Countries in achieving SDGs. In particular, the paper proposed the SDGs achievement index (SDG-AI), a multicriteria-based index, including six different dimensions and applied to EU countries. The SDG-AI allows the differences across the EU countries to be highlighted, and also assesses the contribution of the different dimensions to the final result. The use of such an index will also be useful to understand the effect of the pandemic on the development.

Rural Development is a priority in Europe and it is supported by specific, financial programmes. At the same time, sustainability is the key word for the European Union to construct programmes and policies for all human activities. However, measuring sustainability of rural areas is not easy, due to their particular features. The improvement of knowledge on sustainability in rural areas is important to build long term policies and strategies for those territories. The objective of this study is the development of a decision support system based on the Dominance-based Rough Set Approach (DRSA), to assess the level of Rural Sustainable Development in specific areas.We used DRSA to analyze the level of sustainability of the 92 municipalities of the Region of Umbria, Italy. The results were synthesized in a final ranking, taking into account the equilibrium and the integration between development and sustainability of each municipality. DRSA showed a high potential in the context of management or planning, and for supporting Decision Makers. DRSA is able to give a ranking as well as an explanation of the main factors driving sustainable development in rural areas.

Policy makers have to consider the sustainability perspective in strategic planning decisions. Identifyand measure the level of sustainability, through its three dimensions, is a priority. Therefore, the aim of this work is to present a new model, called GeoUmbriaSUIT, integrating Multicriteria Analysis and Geographic Information Systems, specifically developed for helping Decision Makers to take policy decisions about sustainability in planning. The model provides outputs which are easy to be understood by not experts; the evaluation path is traceable and transparent, thanks to back analysis. To better explain the potentiality of GeoUmbriaSUIT and its functioning, a case study about Malta is described. Our results showed that in four regions of Malta the best dimension was the environmental one, while only for two regions (Northern Harbour and Southern Harbour) respectively the economic and social dimensions obtained the best scores. The integration of MCDA-GIS resulted to be a useful tool for sustainability assessment. ; peer-reviewed
