Abstract
The ICRC's role and ability to help prevent the outbreak of armed
conflict have always been a matter for concern and consideration. As early
as 1863, in the debate which led to the foundation of the Red Cross and Red
Crescent Movement, Gustave Moynier drew attention to the link between
preventive action and assistance for victims of armed conflict. The notion
of prevention has become rather broad, and the article spells out the
different meanings given to it by scholars and practitioners. In addition, a
wide range of practical methods and techniques have been worked out. The
ICRC's role and possibilities will doubtless always be rather limited.
However, since its Avenir project of 1997 to determine its future course of
action, much thought has gone into identifying just what the ICRC can do to
help prevent the outbreak of armed conflict. Moreover, with its humanitarian
activities in armed conflict the ICRC may contribute to ending hostilities
and reaching a settlement, and thereby prevent a resumption of
conflict.

Le Comité international de la Croix-Rouge (CICR) a toujours maintenu des contacts, souvent étroits, avec les Sociétés nationales de la Croix-Rouge et du Croissant-Rouge. Aux termes de l'article 3 des statuts du Mouvement international de la Croix-Rouge et du Croissant-Rouge (ci-après le Mouvement), «les Sociétés nationales forment l'assise du Mouvement et en constituent une force vitale». En ce sens, elles constituent pour le CICR un partenaire privilégié dans la conduite de son action humanitaire. L'institution vient d'ailleurs de le rappeler dans son étude stratégique Avenir, dont il a fait part à toutes les Sociétés nationales (lettre du 16 décembre 1997): «Membre du Mouvement international de la Croix-Rouge et du Croissant-Rouge dont il est le fondateur, le CICR veille au respect des Principes fondamentaux et coopère en priorité (nous soulignons) avec les Sociétés nationales de la Croix-Rouge et du Croissant-Rouge et leur Fédération.»

The ICRC has always maintained contacts, often close ones, with the National Red Cross and Red Crescent Societies. According to Article 3 of the Statutes of the International Red Cross and Red Crescent Movement, "the National Societies form the basic units and constitute a vital force of the Movement". In this sense, the ICRC regards them as special partners in the conduct of its humanitarian activities, as it recently re-emphasized in its strategic study on the organization's future, which it shared with all the National Societies in a letter dated 16 December 1997: "As a member of the International Red Cross and Red Crescent Movement — of which it is the founder — the ICRC works to ensure respect for the Fundamental Principles and cooperates primarily with the National Red Cross and Red Crescent Societies and their Federation" (emphasis added).

El Comité Internacional de la Cruz Roja (CICR) siempre ha mantenido contactos, a menudo estrechos, con las Sociedades Nacionales de la Cruz Roja y de la Media Luna Roja. De conformidad con lo estipulado en el artículo 3 de los Estatutos del Movimiento Internacional de la Cruz Roja «las Sociedades Nacionales forman la base y son una fuerza vital del Movimiento». En este sentido, son para el CICR socios privilegiados en la realización de su acción humanitaria. La Institución acaba de recordarlo en su estudio estratégico «Porvenir», remitido a todas las Sociedades Nacionales (carta del 16 de diciembre de 1997): «Miembro del Movimiento Internacional de la Cruz Roja y de la Media Luna Roja del que es el fundador, el CICR vela por el respeto de los Principios Fundamentales y coopera prioritanamente (cursivas añadidas) con las Sociedades Nacionales de la Cruz Roja y de la Media Luna Roja y su Federación.

La Cruz Roja nació en un campo de batalla, nació de la guerra misma. Por supuesto, no para apoyarla ni para justificarla, sino para atenuar sus efectos y aliviar los sufrimientos que provoca. Más tarde, el Movimiento Internacional de la Cruz Roja y de la Media Luna Roja, superando esta primera experiencia, habría igualmente de desarrollar múltiples actividades útiles e importantes en tiempo de paz. Sin embargo, el Movimiento siempre tuvo presente su primera vocación y son muchas las Sociedades Nacionales de la Cruz Roja y de la Media Luna Roja que siguen aportando su ayuda a las víctimas de conflictos armados. Por su parte, el Comité Internacional de la Cruz Roja, fundador de este Movimiento actualmente universal, también desarrolló considerablemente sus actividades, aunque dando prioridad a su cometido original y esforzándose en «hacer siempre lo posible, como institución neutral cuya actividad humanitaria se despliega especialmente en casos de conflicto armado —internacionales o de otra índole— o de disturbios internos, por lograr la protección y la asistencia a las víctimas militares y civiles de dichos acontecimientos y de sus consecuencias directas.»
