AbstractNumerous scientific reports have established that the water future of humanity and the entire earth system is at risk. Solving contested water problems require new ways of harnessing dialogues, reflections, empathy, research, and visions. Too often, water policies and practices tend to take shortcuts, missing out on the benefits these powerful social learning processes can bring towards water justice and sustainability. This editorial presents a Water Policy Lab approach to initiate dialogue among those who are concerned with this dual crisis—of escalating water insecurity and knowledge not being linked well to water policy and practice.
Based on the review of relevant literature, this paper investigates how forest authority is produced or reproduced in the course of forest policy change, by drawing on the past four decades of participatory forest policy reform in Nepal. We analyze various waves of deliberative politics that emerged in different contexts related to the Himalayan crisis, the flow of international aid for conservation and development projects, civil conflict and democratic transition, and most recently the policy responses to climate change. The analysis shows how such deliberative politics contributed to the change or continuity of conventional authorities around forest policy and practice. It shows that despite notable participatory policy reform, the conventional authority has become further re-entrenched. Based on this analysis, we argue that efforts to understand forest policy change can be more meaningful if attention is paid to whether and how deliberative politics emerge to challenge the hegemonic claims to power and knowledge about resource governance practices. Such approach to policy analysis can open new possibilities for understanding democratic policy reform by explicating the nuances of deliberation and policy politics occurring at multiple scales.

AbstractGender‐based inequality has long been recognized as a challenge in water governance and urban development. Women do most of the water collection‐related tasks in the majority of low‐income country's urban areas, as they do in rural areas for drinking, household consumption, kitchen gardening, and farming. However, their voice is rarely heard in water governance. When climate change exacerbates water scarcity, it becomes harder for people to secure water with more pronounced effects on women. Drawing on the narratives of men and women involved in water management practices and also the views of the stakeholders who are part of water resource management in two towns in Nepal, this paper demonstrates emerging forms of gender inequality concerning access to and control over water resources, as well as associated services such as sanitation. We found that women's voice in water governance is systematically excluded, and such gender‐based disadvantage intersects with economic disadvantage as women in low‐income poor urban settlements are experiencing additional difficulty in accessing water and sanitation services. Gender inequity persists in the urban water sector, and of course the wider social structures, despite some progressive policy changes in recent years, such as the 30% quota reserved for women in local‐level water management bodies in Nepal. The paper concludes that tackling gender inequity in water management requires a transformative approach that seriously takes into account women's voice, critical awareness, and open deliberation over the causes and consequences of the current approaches and practices. Moreover, gender‐inclusive outcomes on water management are linked to changes in areas outside of the water sector, such as property ownership structures that constrain or enable women's access to water and related services.
Achieving the United Nations Sustainable Development Goals is increasingly challenging due to widening inequality in access to scientific and technological knowledge and resources. With science remaining too discipline based, and policymakers too often science averse, there is a need for greater understanding of the opportunities and challenges of open science for science practitioners, policy makers and communities. Acknowledging that open science can be a powerful tool to reduce inequalities, UNESCO has been supporting the shift to open science. Following global multistakeholder consultation, the UNESCO Recommendation on Open Science was adopted in November 2021, establishing a universal definition, common standards and shared set of values and principles. In 2021, the UNESCO Regional Science Bureau for Asia and the Pacific partnered with the Institute for Study and Development Worldwide on local and national mapping to identify implementation strategies and mechanisms already in place to enable open science in Asia and the Pacific, and to identify what more is needed. Focused on Malaysia, Republic of Korea, Pakistan, Samoa and Uzbekistan, the study showed that while there are many examples of good practice in aspects of open science, none of the focus countries currently has in place all the policies, infrastructure, awareness and capacity building needed. Typically, clear policies on open science have not yet been articulated and funding mechanisms not yet established. Trust is a key pre-requisite for open science. Current inequities in access to open science infrastructure will need to be addressed or implementation may be unbalanced, exacerbating existing inequities at national, regional, and global scales. There are many opportunities to learn from existing efforts toward open science, but there will be no generic model; each country will need to design an open science model and implementation pathway suited to its context. A predominant message from this research was that the convening power of UNESCO should continue to be harnessed to engage countries on open science implementation. Further, those committed to open science will need to work hard, with UNESCO, to democratize science and encourage an ethos of "policy for science, science for policy - science for society and society for science".
AbstractNepal's urban regions are facing increasing levels of water insecurity under a changing climate. The country has a long history of water policy development while climate‐related policies are also emerging at different levels of the new federal republic. It is unclear whether public policy is on the right track to ensure urban water security in the face of growing demand and increasingly variable supply. In this paper, we assess how Nepal's water policy is shaping urban adaptation. We focus on how policies have defined institutional arrangements for water supply and management, allocation of water rights, and the conservation of water source catchments. Policy attention to these issues is crucial for the adaptation of water systems to climate change. Drawing on the review of policy texts and the status of policy implementation in two towns (Dharan and Dhulikhel), we conclude that current policy frameworks and strategies neglect opportunities to facilitate urban water adaptation to climate change. The neglect is seen in escalating conflicts among institutions, an unclear framework for water rights, and inadequate incentives for catchment conservation. We highlight the need for a more coherent and risk sensitive approach to water policy, underpinned by deliberative, research‐informed, and learning‐based strategies.

By reviewing the content and analyzing the context of its development during 2012–2014, we found that the transitional politics and overt influence of international development agencies dominated the process and content of the FSS. Although the FSS was developed through a significant stakeholder engagement, there was limited use of the available scientific evidence. The FSS was narrowly conceived as a deliverable of supporting aid programs, with limited demand for a politically meaningful policy processes. While civil society groups were consulted, they largely failed to present an independent voice due to their dependence on funding agencies. Our assessment calls for rethinking policy development in a way that facilitates assertive and independent participation by a range of actors and make better use of the available research.
