Explores inequality in Latin America in terms of citizen's property rights, drawing on a case study of an urban migrant movement for property rights in Peru. After examining theoretical perspectives on Latin American liberal democracy, & identifying limits of research based on civil society & a narrow conception of social movements, an alternative framework for analysis of reforms is introduced. Actions taken by the urban migrants, with the support of the Instit Libertad & Democracia, both enhanced democracy by extending property rights to the poor, thus setting a trend toward equality in citizenship for the migrants, & opened policy processes to public debate, demonstrating that the popular content of liberal reform movements is not affected by elite support organizations. 50 References.
