COVID-19: Analysis, impact, and perspectives in Chile ; COVID-19 : Analyse, impact et perspectives au Chili
International audience ; The article describes and analyzes the main regional differences, the response capacity and the main lessons learned from the COVID-19 pandemic in Chile. In addition, it analyzes the impacts derived from the pandemic crisis on local productive systems and establishes a series of future perspectives that could strengthen the Chilean health system. The article provides an updated review of the impact of the COVID-19 pandemic in the country, as well as an explanatory narrative of the most relevant events to confront the pandemic crisis. ; L'article décrit et analyse les principales différences régionales, la capacité de réponse et les principaux enseignements tirés de la pandémie de COVID-19 au Chili. En outre, il analyse les impacts dérivés de la crise pandémique sur les systèmes productifs locaux et établit une série de perspectives futures qui pourraient renforcer le système de santé chilien. L'article fournit une revue actualisée de l'impact de la pandémie de COVID-19 dans le pays, ainsi qu'un récit explicatif des événements les plus pertinents pour affronter la crise pandémique.

In this sense, several indigenous peoples continue to live in poor conditions and poverty. However, collective leadership has proven to be an effective tool to address various market failures and institutional barriers that obstruct their cultural, social and economic development at the local level. En este sentido, varios pueblos indígenas continúan viviendo en malas condiciones y pobreza. Sin embargo, el liderazgo colectivo ha demostrado ser una herramienta eficaz para abordar diversas fallas de mercado y barreras institucionales que obstruyen su desarrollo cultural, social y económico a nivel local. Este artículo analiza los principales postulados teóricos y prácticos para que las estrategias colectivas lideradas por comunidades indígenas puedan ser desarrolladas y desplegadas de manera eficiente en su contexto territorial y patrimonial.

International audience ; Aymara population constitutes the main social and cultural identity of the Arica and Parinacota Region in Chile and for more than five decades has continued to face a series of local difficulties due to globalization, technological change, and a neoliberal market economy with little government support. Numerous villages in the Andean foothills and high plateau continue to live in conditions of poverty. However, collective leadership has proven to be an innovative tool to address various market failures and institutional barriers that hinder their social and economic development at the territorial level. This article analyzes the main theoretical and practical postulates for collective strategies led by indigenous communities to be effectively developed in their cultural and territorial context. ; La population aymara constitue la principale identité sociale et culturelle de la région d'Arica et de Parinacota au Chili. Depuis plus de cinq décennies, elle continue à faire face à une série de difficultés locales dues à la mondialisation, aux changements technologiques et à une économie de marché néolibérale avec peu de soutien de la part du gouvernement. De nombreux villages des piémonts andins et du haut plateau continuent de vivre dans des conditions de pauvreté. Cependant, le leadership collectif s'est révélé être un outil novateur pour remédier aux diverses défaillances du marché et aux barrières institutionnelles qui entravent leur développement social et économique au niveau territorial. Cet article analyse les principaux postulats théoriques et pratiques pour que les stratégies collectives menées par les communautés indigènes puissent être développées efficacement dans leur contexte culturel et territorial.

Institutional learning and early economic impact results obtained by the network of business development centers in Chile ; Résultats de l'apprentissage institutionnel et de l'impact économique précoce obtenus par le réseau de centres de développement des entreprises au Chili
International audience ; Like other Latin American countries, Chile depends heavily on the activity of small and medium-sized companies to sustain some macro and microeconomic indicators. In particular, one of the productive development agencies that has taken a leading role in this objective is the Technical Cooperation Service (SERCOTEC). This institution has defined a set of support programs in different areas in order to meet the needs of this business segment. In this context, the article provides an overview of institutional learning, lessons learned, and economic impacts obtained by the Business Development Centers program, describing the central role of this innovative public policy that has responded actively and efficiently to the growth of the ventures and companies assisted between the years 2015-2019. ; Comme d'autres pays d'Amérique latine, le Chili dépend fortement de l'activité des petites et moyennes entreprises pour maintenir certains indicateurs macro et microéconomiques. En particulier, l'une des agences de développement productif qui a joué un rôle de premier plan dans cet objectif est le Service de coopération technique (SERCOTEC). Cette institution a défini un ensemble de programmes de soutien dans différents domaines afin de répondre aux besoins de ce segment d'entreprises. Dans ce contexte, l'article donne un aperçu de l'apprentissage institutionnel, des leçons apprises et des impacts économiques obtenus par le programme des Centres de développement des entreprises, en décrivant le rôle central de cette politique publique innovante qui a répondu activement et efficacement à la croissance des entreprises et des sociétés aidées entre les années 2015-2019.
