Modernisation of apartment houses is a particularly relevant issue both in Lithuania and many other countries. To make it more efficient, the modernisation of apartment houses must be integrated–an entire block or residential area must be renovated and the principles of sustainable development must be followed. This article dwells on the issues related to retrofit planning in residential blocks/areas and analyses the condition of apartment houses and their environment. The article also proposes strategies for retrofit of residential areas with apartment houses. The strategies aim to improve the living standards and the quality of environment, to cut energy consumption and Co2emissions, to maintain mixed social structure, to integrate new buildings into the existing environment in a sustainable manner, to develop an urban centre of a residential area as a functioning part of the city, to develop democratic planning and to seek close cooperation of modernisation partners. The scenarios based on relevant strategies must define the measures of retrofit, their priority and their potential effect. Santrauka Daugiabučių gyvenamųjų namų modernizavimas šiuo metu yra ypač aktuali problema ne tik Lietuvoje, betir daugelyje kitų šalių. Kad modernizavimas būtų efektyvesnis, daugiabučius reikia atnaujinti kompleksiškai, modernizuojant visą kvartalą, rajoną, vadovaujantis darniosios plėtros principais. Šiame straipsnyje aptariamos gyvenamųjų kvartalų, rajonų atnaujinimo planavimo problemos, analizuojama daugiabučių ir jų aplinkos būklė. Siūlomos daugiabučių rajonų atnaujinimo strategijos, kuriomis siekiama: gerinti gyvenimo standartus ir aplinkos kokybę, mažinti energijos suvartojimą ir CO2emisiją, išlaikyti mišrią socialinę struktūrą, darnų naujų pastatų integravimą į jau egzistuojančią aplinką, plėtoti miesto centro kaip funkcionalios miesto dalies daugiabučių namų rajone sukūrimą, demokratinį planavimą bei prie modernizavimo prisidedančių partnerių glaudų bendradarbiavimą. Scenarijai, grindžiami atitinkamomis strategijomis, privalo apibrėžti renovacijos darbų priemones, jų įgyvendinimo prioretiškumą ir būsimus poveikius.

The construction process is multistage and usually involves different stakeholders. The stakeholders of this process pursue different goals and implement them by different means, which would predetermine various disputable situations. In case of resolving disputes in the court, it is necessary to prepare and provide a large number of documents and evidence. Those have to be prepared separately to each defendant depending on the type of dispute. Resolving construction disputes by such judicial way takes a substantial period of time and incurs substantial expenses. Large amounts of company resources and time are invested to dispute resolving processes that can be used in a business. Among the various dispute resolution methods, mediation has been increasingly gaining recognition and acceptance in construction. Unfortunately, in new European countries like Lithuania, the implementation of mediation still is on the initial stage. The study encompasses the nature of construction disputes, key features of mediation, analyzed main differences among court and mediation processes, pros and cons of mediation with special reference to the construction industry in Germany and Lithuania. Based on these results, recommendations to increase mediation in new European countries were elaborated. Finally, it was concluded that more education to construction professionals about mediation, more training of competent construction mediation, and incorporation of mediation clauses in construction contracts are strongly advocated.

The purpose of this study is to identify risks, discover rule base structure and the impact of risks by knowledge base system design in one of the Iran tourism destination. Based on tourism system approach, the factors of risks are divided in two dimensions: internal risks and external risks and seven criteria: political, economic, cultural-social, technological, environmental-health, functional and safe-security. Data were analyzed by fuzzy inference system and Dominance-based Rough Set Approach (DRSA) synthesizing to construction of forecasting risk assessment system. Tourists' perspectives towards the possibilities of risks were first assessed within seven risk factors and converted into a systematic structure within the structure of rough sets. Designing of a fuzzy expert system was dealt with using the created knowledge database. Then, the system's sensitivity analysis was examined. The results indicate that the system can be a good way to estimate the risks and their fluctuation rates and impacts on the development of tourism destinations. The technological, social, functional and safety-security risks had the highest values in the system designed for minimum travel repeatability. The research suggests that it is important impact of risks and their interaction with each other on the future development of tourism destination.

The concept of university-industry partnership sustainability (UIPS) stands for well-adjusted progress among key players from universities and industry by sustaining their welfare, both in the present and in the future. This paper sought to develop an evaluation system for UIPS. The need for such a system is justified at three levels: the micro level (i.e., research and innovation performance, transfer and absorptive capability, and technology development), the meso level (i.e., institutional arrangements, communication networks, and local and indigenous rules) and the macro level (i.e., supply and demand, regulations, financing, taxes, culture, traditions, market, climate, politics, demographics, and technology). The UIPS evaluation system developed in this study offers the possibility of calculating a fair value of UIPS and providing recommendations for improving university–industry (U–I) partnerships. This can be of great importance for entrepreneurial universities that would like to strengthen their corporate links and/or reduce/reverse the "hollowing effect" of globalisation in disadvantaged regions. Additionally, this paper also contains discussions on the advantages, limitations, and managerial implications of this proposal.
