Geoffrey Hill's later work is increasingly concerned with the authenticity of the poet's civic voice, and with the extent to which persuasive lyricism is at odds with the apprehension of moral truth. This concern provokes in his poetry a fierce, at times anguished obsession with the possibilities and limitations of language. Hill's determination to forge an authentic and autonomous idiom, even as he acknowledges the essential "otherness" and intractability of language, underlies the strenuous difficulty that has characterised his work from the publication of Speech! Speech! in 2000. But, whereas many of Hill's peers, from John Ashbery to J.H. Prynne, revel in linguistic indeterminacy, the poet-figure in Hill's recent work emerges as one who strives to resurrect language, to preserve its capacity for "eloquence and apprehension" against the destructive tendencies of the age (CCW 349). These semantic preoccupations inform a broader anxiety about the public role of a poet in the modern world. Can he still aspire to the status of Shelley's "unacknowledged legislators", or has this aspiration since been undermined by Yeats' dictum that "[w]e have no gift to set a statesman right" (Shelley 233, Yeats, MW 72)? Hill's own acknowledgement of his diminished influence is coterminous with his refusal to accommodate popular whim, so that the authenticity of his verse as public utterance derives precisely from its difficulty, its anti-materialism and its resilient heterodoxy.

AbstractIn the United States, assistance from the Department of Housing and Urban Development (HUD) plays an essential role in supporting the postdisaster recovery of states with unmet housing needs. HUD requires data on unmet needs to appropriate recovery funds. Ground truth data are not available for months after a disaster, however, so HUD uses a simplified approach to estimate unmet housing needs. State authorities argue that HUD's simplified approach underestimates the state's needs. This article presents a methodology to estimate postdisaster unmet housing needs that is accurate and relies only on data obtained shortly after a disaster. Data on the number of damaged buildings are combined with models for expected repair costs. Statistical models for aid distributed by the Federal Emergency Management Agency (FEMA) and the Small Business Administration (SBA) are then developed and used to forecast funding provided by those agencies. With these forecasts, the unmet need to be funded by HUD is estimated. The approach can be used for multiple states and hazard types. As validation, the proposed methodology is used to estimate the unmet housing needs following disasters that struck California in 2017. California authorities suggest that HUD's methodology underestimated the state's needs by a factor of 20. Conversely, the proposed methodology can replicate the estimates by the state authorities and provide accounts of losses, the amount of funding from FEMA and SBA, and the total unmet housing needs without requiring data unavailable shortly after a disaster. Thus, the proposed methodology can help improve HUD's funding appropriation without delays.

"On September 3, 1971, Michael McConnell and Jack Baker exchanged vows in the first legal same-sex wedding in the United States. At the dawn of the modern gay movement (while New York's Stonewall riots and San Francisco's emerging political activism bloomed), these two young men insisted on making their commitment a legal reality. They were already crusaders for gay rights: Jack had twice been elected the University of Minnesota's student president--the first openly gay university student president in the country, an election reported by Walter Cronkite on network TV news. They were featured in LOOK magazine's special issue about the American family and received letters of support from around the world. The couple navigated complex procedures to obtain a state-issued marriage license. Their ceremony was conducted by a Methodist minister in a friend's tiny Minneapolis apartment. Wearing matching white pantsuits, exchanging custom-designed rings, and sharing a tiered wedding cake, Michael and Jack celebrated their historic marriage. After reciting their vows, they sealed their promise to love and honor each other with a kiss and a signed marriage certificate. Repercussions were immediate: Michael's job offer at the University of Minnesota was rescinded, leading him to wage a battle against job discrimination with the help of the Minnesota Civil Liberties Union. The couple eventually reached the U.S. Supreme Court with two precedent-setting cases. Michael and Jack have retired from the public spotlight, but after four decades their marriage is still their joy and comfort. Living quietly in a Minneapolis bungalow, they exemplify a contemporary version of the American dream. Only now, with marriage equality in the headlines and the Supreme Court decision to make love the law of the land, are they willing to tell the entire story of their groundbreaking experiences. TIME magazine listed the twenty-five most influential marriages of all time and included Michael and Jack, and they were recently profiled in a cover story in the Sunday New York Times. Their long campaign for marriage equality and insistence on equal rights for all citizens is a model for advocates of social justice and an inspiration for everyone who struggles for acceptance in a less-than-equal world."--

Abstract. Atmospheric rivers (ARs) are a class of meteorologic phenomena that cause significant precipitation and flooding on the US West Coast. This work presents a new Performance-based Atmospheric River Risk Analysis (PARRA) framework that adapts existing concepts from probabilistic risk analysis and performance-based engineering for application in the context of AR-driven fluvial flooding. The PARRA framework is a chain of physically based models that link the atmospheric forcings, hydrologic impacts, and economic consequences of AR-driven fluvial flood risk together at consistent "pinch points". Organizing around these pinch points makes the framework modular, meaning that models between pinch points can be updated without affecting the rest of the model chain, and it produces a probabilistic result that quantifies the uncertainty in the underlying system states. The PARRA framework can produce results beyond analyses of individual scenario events and can look toward prospective assessment of events or system changes that have not been seen in the historic record. The utility of the PARRA framework is demonstrated through a series of analyses in Sonoma County, CA, USA. Individual component models are fitted and validated against a historic catalog of AR events occurring from 1987 to 2019. Comparing simulated results from these component model implementations against observed historic ARs highlights what we can learn about the drivers of extremeness in different flood events by taking a probabilistic perspective. The component models are then run in sequence to generate a first-of-its-kind AR flood loss exceedance curve for Sonoma County. The prospective capabilities of the PARRA framework are presented through the evaluation of a hypothetical mitigation action. Elevating 200 homes, selected based on their proximity to the Russian River, was sufficient to reduce the average annual loss by half. Although expected benefits were minimal for the smallest events in the stochastic record, the larger, more damaging ARs were expected to see loss reductions of approximately USD 50–75 million per event. These results indicate the potential of the PARRA framework to examine other changes to flood hazard, exposure, and vulnerability at the community level.

Abstract. Ground-motion correlation models play a crucial role in regional seismic risk modeling of spatially distributed built infrastructure. Such models predict the correlation between ground-motion amplitudes at pairs of sites, typically as a function of their spatial proximity. Data from physics-based simulators and event-to-event variability in empirically derived model parameters suggest that spatial correlation is additionally affected by path and site effects. Yet, identifying these effects has been difficult due to scarce data and a lack of modeling and assessment approaches to consider more complex correlation predictions. To address this gap, we propose a novel correlation model that accounts for path and site effects via a modified functional form. To quantify the estimation uncertainty, we perform Bayesian inference for model parameter estimation. The derived model outperforms traditional isotropic models in terms of the predictive accuracy for training and testing data sets. We show that the previously found event-to-event variability in model parameters may be explained by the lack of accounting for path and site effects. Finally, we examine implications of the newly proposed model for regional seismic risk simulations.

Sexual violence affects millions of Americans, and approximately one out of every three women and one out of every four men have experienced sexual violence during their lifetime. While prevention efforts have focused on implementing specific programmatic approaches, there has been relatively little focus on developing comprehensive and effective approaches to reduce sexual assault prevention across an organization. This study describes the development of the Prevention Evaluation Framework, an assessment targeting organizational best practices for comprehensive sexual assault prevention across multiple domains including human resources, collaborative relationships and infrastructure, use of evidence-informed approaches, quality implementation and continuous evaluation of programs/policies. Using the structured RAND/University of California, Los Angeles appropriateness method to develop the assessment, we conducted a literature review and solicited expert feedback about what a comprehensive organizational approach to sexual assault prevention should entail. We then pilot tested the assessment with 3 United States military service academies; and continued to improve and adapt the assessment to a range of organizations with input from 6 Department of Defense headquarters organizations, and 9 universities across the country. Given the nascent state of the evidence about what makes an effective organizational approach to sexual assault prevention, the assessment reflects one way of promoting quality in this evolving field. The consistency between the experts' ratings and the literature, and the relevance of the items across organizations suggest that the assessment provides important guidance to inform the development of comprehensive organizational approaches to sexual assault prevention and to the evaluation of ongoing efforts.

Delivering infrastructure, resilient to multiple natural hazards and climate change, is fundamental to continued economic prosperity and social coherence. This is a strategic priority of the United Nations Sustainable Development Goals (SDGs), the World Bank, the Organisation for Economic Co-operation and Development (OECD), public policies and global initiatives. The operability and functionality of critical infrastructure are continuously challenged by multiple stressors, increasing demands and ageing, whilst their interconnectedness and dependencies pose additional challenges. Emerging and disruptive digital technologies have the potential to enhance climate resilience of critical infrastructure, by providing rapid and accurate assessment of asset condition and support decision-making and adaptation. In this pursuit, it is imperative to adopt multidisciplinary roadmaps and deploy computational, communication and other digital technologies, tools and monitoring systems. Nevertheless, the potential of these emerging technologies remains largely unexploited, as there is a lack of consensus, integrated approaches and legislation in support of their use. In this perspective paper, we discuss the main challenges and enablers of climate-resilient infrastructure and we identify how available roadmaps, tools and emerging digital technologies, e.g. Internet of Things, digital twins, point clouds, Artificial Intelligence, Building Information Modelling, can be placed at the service of a safer world. We show how digital technologies will lead to infrastructure of enhanced resilience, by delivering efficient and reliable decision-making, in a proactive and/or reactive manner, prior, during and after hazard occurrences. In this respect, we discuss how emerging technologies significantly reduce the uncertainties in all phases of infrastructure resilience evaluations. Thus, building climate-resilient infrastructure, aided by digital technologies, will underpin critical activities globally, contribute to Net Zero target and hence safeguard our societies and economies. To achieve this we set an agenda, which is aligned with the relevant SDGs and highlights the urgent need to deliver holistic and inclusive standards and legislation, supported by coordinated alliances, to fully utilise emerging digital technologies. ; ISSN:2212-0963
