The new National Rural Development Program 2014 - 2020 puts a far greater emphasis on the Leader measure through greater allocations regarding to funds towards this segment, and better partitioning through submeasures that make up this measure. The level of rural development in Romania is very low, and the lack of measures to support the rural Romanian environmental progress fail to appear, although the Romanian village had benefited in the past from such support based on European funds. Most likely, it is the last chance for Romania to align to the rural environment to other rural areas closer to the developed countries belonging to the European Union.

The development of rural areas in Romania is quite low compared with what rural environment means in countries that have benefited from the Rural Development Program since 1991, when the measure started, it was dedicated to member states of the European Union. The problems of required rural infrastructure to ensure a minimum for decent living conditions still exist, and the only thing that could contribute to the development of rural areas is the involvement of local actors through the Local Action Groups. In 2015, we will draw a line and see how it contributed to the rural development program of National Rural Development Program 2007-2013. It is noticeable that Romanian farms begin to grow slowly and try to align with European standards found in developed countries in the European Union. However, the process should be continued, which is why PNDR 2014-2020 continues the development direction of the Romanian village placing more emphasis on the LEADER measure, which implies a more active involvement of local actors in supporting and developing the Romanian village.

Ever since becoming a member state of the European Union, Romania had to adapt its internal laws so that the citizens of other EU member states, or those of other entities for which this right is acknowledged by Law 17/2014, stateless persons residing in these states and legal persons established in accordance with the internal laws of these states can benefit from a regulatory framework in virtue of which they can acquire the right of private property over Romanian agricultural fields, under the same conditions as Romanian citizens, stateless persons based in Romania or Romanian legal persons. Outsourcing the civil circuit over the Romanian agricultural fields raises a serious question over the reaction of the society, which is still vibrant to anything that concerns the preservation of property over the ancestral land.
