O trabalho analisou o controle e a transparência dos gastos tributários em municípios brasileiros acima de 500 mil habitantes. Para tanto, foram verificados: (i) a transparência dos gastos tributários nos portais eletrônicos das prefeituras municipais; (ii) a contabilização das referidas transações; (iii) o conteúdo do anexo de renúncias fiscais da Lei de Diretrizes Orçamentárias, e (iv) a existência do relatório previsto na constituição no projeto de Lei Orçamentária Anual, ambos para 2016. Os resultados indicam: (i) baixa adequação da transparência e dos controles; (ii) baixa contabilização das transações; (iii) baixa transparência nos portais de informação, e (iv) não conformidade das Prefeituras Municipais às regras legais. Tais resultados indicam uma baixa atenção do Legislativo, tanto na aprovação quanto no acompanhamento dos instrumentos de planejamento. Por fim, o trabalho discute as implicações da baixa transparência e controle dos gastos tributário, questionando o efetivo acompanhamento dos Tribunais de Contas nessa matéria.

O artigo compara o conteúdo das Normas de Auditoria Governamental com os processos de auditoria que são efetivamente realizados nos diversos Tribunais de Contas brasileiros em relação às contas de governos municipais. Ainda, identifica o escopo de auditoria priorizado pelos Tribunais de Contas e se esta é realizada presencialmente. As práticas de auditoria realizadas por 105 Auditores de Tribunais de Contas foram coletadas e comparadas com a percepção de 344 contadores municipais a eles jurisdicionados. Os resultados apontam para baixa observação de uso padronizado de Normas de Auditoria Governamentais, dando evidências do gap regulação-prática. Complementa-se que o escopo de auditoria dos Tribunais de Contas é voltado à legalidade, com baixa atenção à auditoria presencial. O artigo discute as implicações das práticas de auditoria observadas sobre (i) o monitoramento da atual reforma na contabilidade pública, (ii) as informações consolidadas no Balanço do Setor Público Nacional (BSPN), e (iii) mecanismos de accountability no desenho de políticas públicas.

Mestrado em Finanças ; All over the world, evidence suggests that individuals tend to undervalue their assets. This subject seems to be particularly dramatic in the case of home insurance line of business because of its social and economical relevance. Consumers' behaviour is guided by some core principles and variables which mixed with environmental characteristics can lead in many cases to some sort of underinsurance. This work presents a framework in order to understand why individuals take insurance decisions and why they frequently underinsure their assets, by presenting the most significant causes that can help us to identify the true origin of the problem. Moreover, analysis of its consequences allows understanding of impact over economical agents, namely insurers and policyholders. Even though this issue could be also analyzed under a social perspective, involving the role of government's authorities, discussion is centered in interactions between the two sides of an insurance contract. Finally, we propose a set of solutions that may be designed in order to minimize likelihood of underinsurance. ; Existem dados que indicam que, de forma global, há uma tendência natural dos indivíduos para subavaliarem os seus activos, sendo que este assunto parece ser particularmente dramático no caso do seguro de habitação devido à sua relevância social e económica. O comportamento dos consumidores é guiado por algumas variáveis e princípios-chave que, em conjunto com as características do meio envolvente, levam em muitos casos a situações de infra-seguro ou subseguro. Este trabalho apresenta uma sistematização do problema para que se compreenda a forma como os indivíduos tomam as suas decisões no contexto dos seguros e o porquê de colocarem frequentemente os seus activos em situações de infra-seguro. Nesse sentido, apresentar-se-ão igualmente as causas mais importantes que nos ajudam a identificar a verdadeira origem do problema. Para além disso, a análise das suas consequências permite compreender o impacto nos agentes económicos, nomeadamente nos seguradores e nos tomadores de seguro. Ainda que este assunto possa ser analisado sob uma perspectiva social, envolvendo o papel das autoridades governamentais, a discussão é centrada nas interacções entre as duas partes do contrato de seguro. Finalmente, propomos um conjunto de soluções que podem ser desenhadas de forma a reduzir a possibilidade de ocorrência de infra-seguro.

This article presents evidence of Italian influences on the Brazilian Public Sector Accounting in the early twentieth century, using the analytically structured history approach and the institutional theory. The study presents the institutional work developed by accountant Carlos de Carvalho in employing a new accounting methodology at the time. The article proposes a new perspective on the literature on the history of accounting in Brazil, suggesting that the emergence of budgetary and financial accounting was due to the innovation of local practices in a municipality of the state of Sao Paulo, and then expanded to the entire state, influenced by the Italian legal doctrine. Therefore, the use of dual accounting in Brazil during the early twentieth century was first disseminated in practice and transformed into legislation afterward. The Italian roots that influenced this movement are present in the current model, which is being reviewed by the current process of convergence to international IPSAS standards. ; El artículo presenta evidencias de la influencia italiana sobre la contabilidad del sector público en Brasil a principios del siglo XX. El análisis aplica la metodología de la historia estructurada y el aspecto sociológico de la teoría institucional. Se narra el trabajo institucional desarrollado por el contador Carlos de Carvalho al emplear una nueva metodología contable en ese momento. Este estudio reposiciona la literatura histórica sobre contabilidad en Brasil, puesto que propone que el surgimiento de la contabilidad presupuestaria y patrimonial se debió a la innovación de las prácticas locales en un municipio influenciado por los métodos empleados en la contabilidad dual italiana de la época, difundida y estandarizada en la ley. Narra-se o trabalho institucional desenvolvido pelo contador Carlos de Carvalho ao empregar uma nova metodologia contábil. Este estudo reposiciona a literatura sobre história da contabilidade no Brasil, pois propõe que a contabilidade dual (orçamentária e patrimonial) iniciou sua evidenciação conjunta em um município (São Carlos-SP), mas só alcançou sua integração no Estado de São Paulo sob a influência doutrinária e legal italiana. Seu uso foi difundido primeiro e transformado em lei depois. As raízes italianas da inovação contábil do início do século XX no Brasil continuam presentes no modelo atual, que vem sendo revisto pelo processo de convergência as normas internacionais de contabilidade do setor público (international public sector accounting standards [IPSAS]).

This article discusses the use of unpaid commitments and its impacts on the credibility and transparency of pu­blic finances. Based on a typification of the four types of existing carry-over in current Brazilian regulation, the article shows evidence of the emergence of a "parallel budget" in the three levels of government with regulation and external control issues. The development of the balances and enrollment of the unpaid commitments was proxied by the sum of these accounts in the Federal Government balance sheet, as well as in 26 States and the Federal District, and for 4,100 cities. Additionally, the interpretation given by the Courts of Auditors for unpaid commitments usage by governments without financial ballast was observed as well as the level of transparency given by those governments with the larger amounts of unpaid commitments. The results indicate that, besides the growing debt, the weak regulation of unprocessed unpaid commitments is seriously reducing the credibility and transparency of the budget at all levels of government. ; El artículo debate el uso de la inscripción en restante a pagar y sus impactos en la credibilidad y en la transparencia del presupuesto público. A partir de una tipificación de los cuatro tipos de carry-over existentes en la reglamentación brasileña, se articularon evidencias del surgimiento de un "presupuesto paralelo" en los tres niveles del gobierno con aspectos de reglamentación y control externo. La evolución de los saldos y de la inscripción en restante a pagar fue captada de los saldos de tales cuentas en el gobierno federal, en los gobiernos de 26 estados y el Distrito Federal, y cerca de 4.100 municipios. Además, se observó la interpretación dada por los Tribunales de Cuentas para la inscripción en restante a pagar sin lastre financiero, así como el nivel de transparencia dada por los gobiernos con mayores saldos de restante a pagar. A evolução dos saldos e da inscrição de restos a pagar foi captada pelos saldos dessas contas no governo federal, nos governos de 26 estados e Distrito Federal, e em cerca de 4.100 municípios. Adicionalmente, observaram-se a interpretação dada pelos Tribunais de Contas para a inscrição em restos a pagar sem lastro finan­ceiro, assim como o nível de transparência dada pelos governos com maiores saldos de restos a pagar. Os resultados indicam que, além do crescente endividamento, a fraca regulação sobretudo dos restos a pagar não processados está reduzindo seriamente a credibilidade e a transparência do orçamento em todos os níveis de governo.

Objetivo da pesquisa - A pesquisa teve como objetivo examinar os determinantes de retenção de caixa dos governos locais brasileiros.
Enquadramento teórico – Este trabalho se apoia na teoria de finanças da preferência pela liquidez.
Metodologia – trata-se de pesquisa econométrica desenvolvida com dados econômico-financeiros dos anos de 2017 a 2021 dos municípios brasileiros, utilizando o modelo de regressão linear com dados em painel, efeitos fixos.
Resultados - Os resultados apresentaram que as variações de despesa com pessoal e encargos, imprecisão da previsão das receitas correntes, dependência de receitas e população configuram como determinantes de cash holding em governos locais brasileiros.
Originalidade – Os resultados preenchem uma lacuna existente na literatura de finanças públicas sobre quais seriam os determinantes de retenção de caixa dos governos locais brasileiros.
Contribuições teóricas e práticas - Os resultados contribuem para uma discussão sobre políticas de retenção de caixa nos governos de países emergentes e contribuem com a literatura que discute o efeito flypaper, dado que o efeito pode ocorrer em exercícios seguintes ao ingresso da receita, não tratado pela literatura. Por fim, a pesquisa apresenta a imprecisão da previsão das receitas correntes como um novo determinante de cash holding nos governos locais.

This study aimed to identify the trajectories for data collection automation in various Courts of Accounts (Tribunais de Contas), the standard features of the systems that have emerged, and the impacts on fiscal and accounting oversight in Brazil. Data collection automation is part of the digital transformation in the field of auditing; however, the literature on public sector auditing in Brazil, on digital transformation, or digital infrastructure, does not analyze how this transformation occurs and how the infrastructures are stabilized and shape the field of auditing. Data collection automation has unexpected implications for the content of public sector audits and the financial management of the public sector auditees. Identifying the trajectories for digital tools of data collection automation enables a discussion on whether currently adopted solutions vary and the effects on the standardization of government audits. The automation of data collection by the Court of Accounts, particularly its scope and frequency, affects how the audited public organizations prioritize the adoption and maintenance of accounting, budgeting, and financial planning policies and processes. The digital infrastructures that emerge from these digital tools shape the entire field of auditing, they become embedded, and they increase the cost of future changes, perpetuating the heterogeneity in the auditing and financial management of governments in the Brazilian federation. The article presents a longitudinal case study (1994 to 2020), with narratives built based on questionnaires and interviews with auditors from 26 Courts of Accounts. The automation of budgetary and accounting data collection by Courts of Accounts has changed the logic of the field of government auditing in Brazil. The digital infrastructures that emerge by connecting Courts and the audited public organizations under their jurisdictions have embedded concepts, definitions, and implicit expectations in a remote auditing logic.

O objetivo deste trabalho foi identificar as trajetórias de automatização da coleta de dados em diversos Tribunais de Contas, as características comuns aos sistemas que emergiram e os impactos para os controles fiscal e contábil no Brasil. A automação de coleta de dados é parte da transformação digital no campo de auditoria, porém, as literaturas de auditoria pública no Brasil, de transformação digital ou de infraestrutura digital, não analisam como tal transformação se dá e como as infraestruturas se estabilizam e moldam o campo de auditoria. A automação da coleta de dados traz implicações inesperadas para o conteúdo da auditoria pública e de gestão financeira dos órgãos fiscalizados. A identificação das trajetórias dessa automatização permite discutir as diversas soluções presentes no campo e como isso afeta a uniformização da auditoria de governos. A automatização da coleta de dados pelos Tribunais de Contas, sobretudo o escopo e a frequência dessa coleta, induz como os órgãos fiscalizados priorizam a adoção e a manutenção de políticas e processos contábeis, orçamentários e de planejamento financeiro. As infraestruturas digitais que emergem desses sistemas moldam todo o campo de auditoria, enraízam-se e aumentam o custo de mudança futuro, perpetuando a heterogeneidade na fiscalização e na administração financeira de governos na federação. O artigo apresenta um estudo de caso longitudinal (1994 a 2020), com narrativas construídas a partir de questionários e entrevistas com analistas de controle externo de 26 Tribunais de Contas. Public sector audit organizations are usually expected to fight corruption. Yet they may also end up being involved in, and contributing to, sustaining corruption. Relying on multiple interviews, this paper sheds new light on the concrete mechanisms through which corruption is sustained by Brazilian regional Courts of Accounts and their members. Our findings show how politico-economic elites' private interests infiltrate the Courts via the appointment of high-ranked officials and how those officials may resort to a variety of actions to perpetrate forms of selective justice and to weaken the audit findings of these organizations – which ends up strengthening and supporting corruption. Additionally, we provide evidence of collective action emerging to challenge the current situation and reinforce the role Courts could play as watchdogs of the public interest. We contribute to the literature by highlighting the deleterious role of the interface between political and economic interests and the functioning of audit organizations. Moreover, relying on the literature of first- and second-order corruption, we discuss the specific conditions and mechanisms which enable corruption in public audit organizations. Finally, we present practical implications providing alternative views to the status quo.

The article analyzes the factors associated with the discontinuation of participatory budgeting (PB) in Brazilian municipalities with more than 50,000 inhabitants between 2000 and 2016. We used econometric models to estimate PB's discontinuation based on political explanatory variables and people's local participation. The results indicate that discontinuation is associated: (i) positively with the election of a different local government, regardless of the winning party's ideology; (ii) positively with the election of a local government with a left-wing ideology'; (iii) negatively with the election of a non-left-wing local government; (iv) positively with the election of a left-wing local government replacing another left-wing government. Changes in local government where other non-left-wing parties replace non-left-wing parties had no significant effect on discontinuation. The results contribute to our knowledge by showing the local and contextual factors that explain the discontinuation of participatory budgeting; this should help guide the design of participatory public policies and allow practitioners to reflect on the mechanisms that could be adopted locally to avoid discontinuation. The article also contributes to the literature by demonstrating the association between discontinuation and changes in left-wing local governments, which may prompt future research, given the unexpected result. ; El artículo analizó factores asociados a la discontinuidad del presupuesto participativo (PP) en municipios brasileños con más de 50.000 habitantes, en el período 2000-2016.
