The purpose of this study was to explore the perceptions toward gender and sexual identities in the Portuguese armed and police forces, emphasizing on mental health implications. A qualitative research methodology was followed, using an electronic inquiry answered by 64 participants who are members of the Portuguese armed or police forces. Data were examined using thematic analysis, and the recurrent themes identified were the following: general characteristics of the military/police environment and culture, sexist attitudes and behaviors, positive attitudes and behaviors related to sexuality, homophobic/heterosexist attitudes and behaviors, influence of military and police culture on the expression of sexuality and coping of sexual minorities, negative impact of military and police culture on the mental health of gender and sexual minorities, and personal opinion regarding how sexual and gender diversity should be addressed in the armed and police forces. Analysis of these themes provides insight into the perceptions and experiences of our participants and suggests that the impact of stigma and discrimination toward gender and sexual minorities in this context was relevant for the individuals within this sample.

Despite the normative debates about this issue, there are few empirical studies on why states decide to implement external voting and how electoral systems perform. This chapter seeks to fill this gap by looking at the Portuguese case. Our study suggests that a combination of political and socio-economic factors explains the implementa tion of external voting. On the other hand, the interests of political parties and the low level of civil society engagement are key factors in the failure of both electoral reforms and attempts to overcome the shortcomings of external voting. ; publishersversion ; published

Cyanobacteria blooms are frequent in freshwaters and are responsible for water quality deterioration and human intoxication. Although, not a new phenomenon, concern exists on the increasing persistence, scale, and toxicity of these blooms. There is evidence, in recent years, of the transfer of these toxins from inland to marine waters through freshwater outflow. However, the true impact of these blooms in marine habitats has been overlooked. In the present work, we describe the detection of Planktothrix agardhii, which is a common microcystin producer, in the Portuguese marine coastal waters nearby a river outfall in an area used for shellfish harvesting and recreational activities. P. agardhii was first observed in November of 2016 in seawater samples that are in the scope of the national shellfish monitoring system. This occurrence was followed closely between November and December of 2016 by a weekly sampling of mussels and water from the sea pier and adjacent river mouth with salinity ranging from 35 to 3. High cell densities were found in the water from both sea pier and river outfall, reaching concentrations of 4,960,608 cellsL(-1) and 6810.3 x 10(6) cellsL(-1) respectively. Cultures were also established with success from the environment and microplate salinity growth assays showed that the isolates grew at salinity 10. HPLC-PDA analysis of total microcystin content in mussel tissue, water biomass, and P. agardhii cultures did not retrieve a positive result. In addition, microcystin related genes were not detected in the water nor cultures. So, the P. agardhii present in the environment was probably a non-toxic strain. This is, to our knowledge, the first report on a P. agardhii bloom reaching the sea and points to the relevance to also monitoring freshwater harmful phytoplankton and related toxins in seafood harvesting and recreational coastal areas, particularly under the influence of river plumes. ; project SNMB-INOV: Innovation for a more competitive shellfish sector - Portuguese Government, ...

This article examines how political parties in Portugal organize concerning emigrants and the subject of migration outflow, uncovering the issues and strategies that they favour. The 2009 Portuguese legislative elections offer a privileged site for empirical inquiry. Not only are emigrants able to elect members of the national parliament through particular voting districts, but also a complete period of electoral campaigning under standard institutional conditions (rather than early elections) could thus be followed in real-time by the research team. Analysis draws chiefly on electoral manifestos, campaign activities, and first-hand interviews with members of the parliament and public officials. A close tie between the capacity of parties to organize abroad and the salience of issues related to the emigrant population in party programs is exposed. It is argued that the ambigous position of external voting between the strengthening of national(istic) bonds and transnational citizenship is disputed within the party system, since attitudes towards each of these perspectives vary across parties. Parties must therefore be understood as key players in the ongoing redefinition of the political agency of migrants, bearing a significant impact on their participation and representation. Last, implications for future research are addressed. Resumo Este artigo analisa a forma como os partidos políticos em Portugal se organizam em relação aos emigrantes e ao tema do fluxo migratório, revelando as questões e estratégias pelas quais mostram preferência. As eleições legislativas portuguesas de 2009 oferecem um local privilegiado para a investigação empírica. Não somente os emigrantes podem eleger membros do parlamento nacional através de distritos eleitorais específicos, mas também existe um período completo de campanha eleitoral sob condições institucionais padrão (ao invés de eleições antecipadas) que pode ser seguido em tempo real pela equipa de investigação. A análise baseia-se principalmente em manifestos eleitorais, atividades de campanha e entrevistas em primeira mão com membros do parlamento e funcionários públicos. Exist um laço estreito entre a capacidade das partes em se organizarem no exterior e nas questões relacionadas com a população emigrante nos programas partidários. Argumenta-se que a posição ambígua de voto externo entre o fortalecimento de vínculos nacionais (istic) e a cidadania transnacional é disputada dentro do sistema partidário, uma vez que as atitudes em relação a cada uma dessas perspetivas variam entre os partidos. As partes devem, portanto, ser entendidas como atores-chave na redefinição contínua da agência política dos migrantes, com impacto significativo em sua participação e representação. Por fim, as implicações para futuras investigações são abordadas.

The prevalence of poisoning events due to harmful algal blooms (HABs) has declined during the last two decades through monitoring programs and legislation, implemented mainly for bivalves. However, new toxin vectors and emergent toxins pose a challenge to public health. Several locations on the Portuguese coast were surveyed between 2009 and 2010 for three distinct biotoxin groups [saxitoxin (PST), spirolide (SPX) and okadaic acid (OA)], in 14 benthic species of mollusks and echinoderms. Our main goals were to detect new vectors and unravel the seasonal and geographical patterns of these toxins. PSTs were analyzed by the Lawrence method, SPXs by LC-MS/MS, and OA by LC-MS/MS and UPLC-MS/MS. We report 16 new vectors for these toxins in the North Atlantic. There were differences in toxin contents among species, but no significant geographical or seasonal patterns were found. Our results suggest that legislation should be adjusted to extend the monitoring of marine toxins to a wider range of species besides edible bivalves. ; info:eu-repo/semantics/publishedVersion

Vertebral osteomyelitis (VO) it is often a suppurative lesion that, in Portugal, represents the main cause of total condemnation of slaughtered finishing pigs. Based on the EU Meat Inspection legislation, meat from generalized VO cases presenting signs of pyemia should be declared unfit for human consumption. For that reason, the main objective of this study is to establish a classification scheme to differentiate between localized and generalized VO cases using macroscopic findings and validate it based on the presence of pyemia. To assist in, a combination of macroscopic characteristics of gross lesions (e.g., presence of pyaemia-related lesions (PRL), acute/chronic characteristics of VO) was used to create a classification scheme to differentiate between localized and generalized VO cases. The scheme was applied to 40 VO cases that had been totally condemned in an undifferentiated way. In those 40 cases, histopathological analysis was used to validate acute/chronic macro-criteria, and microbiological analysis was performed to identify the pyemia cases. From the 40 selected VO cases, 20 were macroscopically classified as chronic and 20 as acute. Cohen's kappa coefficient (κ = 0.80; p < 0.001), revealed a substantial agreement between macroscopic and histopathology classification. Microbiological analyses identified 13 pyemia cases (13/40; 32.5%). Among those, 12 were macroscopically classified as acute, this association being highly significant (p < 0.001). By using the proposed VO classification scheme, 14 possible cases out of 40 could have been spared from total condemnation. This scheme can be used to harmonize the classification of VO and meat inspection decisions in Portuguese abattoirs. The output would lead to avoidance of unnecessary carcasses condemnation (food waste/economic losses), under an evidence-based approach, without compromising food safety and public health as demanded by the EU Meat Inspection legislation.
