Chinese rural policies are examined, addressing a series of related issues: (1) the country's ambition to become agriculturally self-sufficient & a net exporter of agricultural products, (2) recent data on the production of rice & grains & their import & export, (3) the effects of decollectivization carried out in the 1980s, (4) the small farm & subsistence farming as the persistent & pervasive model of Chinese agriculture, (5) the low income of Chinese peasants, (6) the city-village relationship, (7) mass migration from villages to cities & the government's restrictive policies regarding work & residence permits, (8) the Chinese government's efforts to develop infrastructure, education opportunities, & health facilities in villages, (9) new farm tax policies on the levels of districts & provinces, (10) fluctuating commodity prices on world markets affecting peasants' income, & (11) income disparities between rural households in western, central, & eastern China. It is noted that given the explosive economic development of urban areas, the Chinese government faces the dilemma whether to increase aid to villages or support the exodus of peasants to big cities which are in demand of more, cheap labor. Claude Aubert — The future of the peasant economy in China While the population actively involved in agriculture has become a minority in China, it is now the entire future of the peasant economy which is being questioned. However, this latter, based on « minifundias » consisting of multiple activities, is quite lively and involved in the economic growth of the whole country through the temporary migrations to the cities. The source of the Chinese economy's sustenance therefore seems to lie in its « self-exploitation. » It is however valid to question the long term viability of this situation which tends, once again, to favour urban interests at the expense of the peasantry.
