The counselling model with inquiry discovery technique is designed with the aim of improving the ability of the government and its apparatus in implementing the standard Indonesian language in writing the official letters as a communication tool to run the government matters and development in the life of globalization.This research aims at knowing the role model of counselling techniques the inquiry discovery to the increased capacity of government officials to write letter on the scope of government offices in Kabupaten Bantaeng. The benefit of this research is the government and its officials give recognition to Indonesia language in running the system and the wheels of government in Indonesia.This research uses a model adapted from the cooperative extension model of cooperative learning (cooperative learning) which is one of the learning models of Student CanteredLearning (SCL). The learning model is oriented towards bringing together the participants to work together in small groups consisting of 4 to 6 people. The inquiry discovery is one method of learning/education that emphasizes critical thinking and analytical processes. The research data is sourced from the test's ability to write letter of administration staff government offices in Kabupaten Bantaeng which includes competence spelling, word formation, choices of words, forming sentences, and preparation of a paragraph. This research is done from August to December 2016.The results of this research show that the model of cooperative extension with inquiry discovery techniques can improve the ability of the participants' skill in writing letter to the scope of local government agencies in Kabupaten Bantaeng. The development of cooperative extension model with inquiry discovery technique is superior to the conventional model of education in improving the quality of writing official letter related to the application of the rules of standard language on the scope of government.

This type of research used in this research is descriptive qualitative, the process of collecting data intensively and systematically in order to obtain information and knowledge. So, in this study the researchers observed and interacted with the people in Tana Toa Village, Kajang Subdistrict, Bulukumba Regency by interviewing and reviewing the documentation. This study aims to determine the description of the Andingingi tradition and the implementation of Andingingi social values in the community of Tana Toa Village, Kajang District, Bulukumba Regency. Based on the results of the study, it can be seen that the description of the Andingingi tradition in Tana Toa Village, Kajang District, Bulukumba Regency is actually a kind of earth and life ritual, where prayers are prayed so that within the next year, safety and health will always be given from Tu Rie ' Ara'na or Almighty God. Implementation of social values contained in the Andingingi tradition in social life such as mutual cooperation, please help, solidarity and communicative. It is expected that there will be special attention from the government and the Kajang community not to be taboo with progress and modernization, but with all the abilities to maintain the existence of traditions, one of which is the andinging culture.

This research aims to (1) classify the forms of imperative speech of government officials of South Sulawesi Province, and (2) explain the strategy of politeness of imperative speech of government officials of South Sulawesi Province in The New Sulsel Book. The type of research used is descriptive qualitative which describes the facts that are empirically present in the speakers. The results showed that the form of imperative speech acts of government officials of South Sulawesi Province were declarative, interrogative, and optative. In terms of this form, the tendency of official imperative speech is more dominant declaratively and optatively, which means that the imperative element is implied. This can not be separated from the principle of local culture 3S (Sipakatau, Sipakalebbi, Sipakainge) which means to humanize, respect and remind each other. Furthermore, the imperative speech politeness strategies of South Sulawesi Provincial government officials include direct politeness, indirect politeness, positive politeness, and negative politeness. In this strategy, the speech of officials is more likely to be a positive politeness strategy which means that officials in the South Sulawesi provincial government are very polite in conveying imperative speech or orders. This condition can have an impact on not maximizing the command message delivered so that it makes the partner or interlocutor not optimal in carrying out the order.
