The penetration of technology and information in personal data has been packaged with juridical regulations but has experienced a shift which results in legal inequality, abuse, stigma and criminalization. The reality of advances in information technology ensures that the person is a thief of personal data under the guise of a profession. The existence of personal data is analogous to humans personally who discuss the need for personal data protection. The absence of consensus on the classification of personal data and data protection enlivens the free trade that has the potential to be misused. The utilization of Islamic law methodology as an instrument is assessed to be up to date by elaborating various legal sources in it, such as maslahah mursalah and sadd al zari'ah. The problem of mursalah is realized by government policies that are repressive and advocacy. As for sadd al zari'ah as a preventive effort that silences and closes gaps that have the potential to cause digital crime. Various fiqh principles in politics and siyasa also provide a complete analysis of the substance. The existence of both requires the unification of certainty, justice and legal benefits to be combined. The existence of personal data in the modern world needs to be legitimized and confirmed in the form of regulation and the rule of law. The involvement of the government and stakeholders is absolutely necessary for the design of regulations that are not only administrative in nature but also provide criminal or civil sanctions. The rule of law before or after the formalization of specific regulations regarding the protection of personal data is ensured to guarantee security and comfort.

The reality of bulging investment development is considered to never die, even the number of victims and losses from year to year is increasingly fantastic in some areas. The fact of the rise in casualties and fantastic losses in the offense of the bulging investment is analyzed, elaborated, and formulated using the istiṣlāḥ reasoning device as classical legal reasoning that is in line with regulations and is considered still relevant to the current context. This is a qualitative research that describes reality in society or is taken from a variety of sources that are minimal from manipulation and illusion so that the observations made are synergized with sensing or trusted. The results showed that efforts to minimize the impact of the rampant bulging investment were anticipated by the actualization of reasoning in both normative and empirical ways. The style of istiṣlāḥi reasoning with its two segments namely maṣlaḥah mursalah and żarī'ah are collaborated with a legal or regulatory approach sourced from the government to degrade the fantastic number of victims to be drastic. Financial literacy education and law enforcement need to get primary attention.

Zoning Policy and Character Education Strengthening are government policies in the education sector. Zoning policy aims at efforts to restore national education and strengthen character education aimed at developing religious values which then accelerate the strengthening of individual character so that they are able to control themselves and develop noble character in society and nationhood. Mass reasoning contained in the qawa'id fiqhiyyah and usul al-fiqh is used as an instrument to measure the weight of maslahat contained in government education policies. Zoning policies and strengthening character education are considered as media to achieve goals. The mass content contained in the zoning policy shows maximum weight than the mafsadah (something bad or potentially bad). National education arrangement that prioritizes citizenship character has triggered the government to issue a policy to strengthen character education with the maslahat (something good, potentially good) weight with consideration of the sociological, cultural and political aspects of the local government. The manifestation of strengthening character education is full day school allowing it to be applied in urban school areas and vice versa will increase the heavy burden of parents and students in various schools in rural areas so that full day school is not forced but chosen.

This paper aims to explore the anomalies of organizing umrah worship, prove thetruth of information on abuse in conducting umrah worship and integrate(integration) istislah tools as maslahat-based instruments as a solution that is inline with Islamic values. The steps or methods taken by describing phenomena,facts and the reality of anomalies in organizing umrah, data on abuse. Varioussolutions are taken by the government with a preventive approach, modification of regulations, persuasive action to repressive. The reality of the fantastic number of victims in 2017 up to now requires the government to accelerate repairs by the system (devices, implementation principles) and by umrah caretaker (umrah organizers). The results of the writing indicate that istis (something that is valued and charged with maslahat) with various breakthroughs and updates that aredifferent from the previous ones, the number of victims of the Umrah congregation can be minimized or no longer worsen. The istislah concept is manifested in the form of regulation Minister of Religion Regulation No. 8 of 2018, limitation on the provision of minimum Umrah fees, fund collection from prospective pilgrims on the third party, provision of technology-based information systems, stipulation of repayment of Umrah fees no later than 3 months before departure, and coordination across institutions. Most of the "mischievous" umrah organizers were handled by convictions, refunds, opening a crisis center to revoking permits to minimize the increase in the number of victims. The misuse ofcongregation funds that are minimal from the realization of the departure of umrah or zero refunds is considered to have led other pilgrims to be more selective and vigilant and shift the paradigm of the Islamic community that cheap umrah irony will end in trouble.

This paper discusses about "Regional shopping budget based maqasid al syari'ah: realization analysis of the palopo city budget" with the focus of the problem, namely, first: the reality of empowering the government expenditure budget and realization of its utilization in Palopo City, second: how the government and its policies encourage the development of people's living standards with the realization of the government expenditure budget in terms of the hierarchy or interconnectivity of the concept of maqasid al-syari'ah. The type of research is field research that is descriptive and explorative by using multi approaches such as normative, juridical, sociological, and welfare theology. These approaches are instruments that are able to elaborate on the optimization of the use of regional budgets in governance and the preferences for the application of maqasid al syari'ah in it. The reality of the budget in Palopo shows an increase in income in the last four years so that the increase has made the local government have room to manage regional expenditure, whether it is improving the quality of government, capital expenditure or development funding. Accelerated increase in regional income is realized with the right performance and steps to achieve the targets which are further optimized for community empowerment. The accelerated increase in income contributes to smoothing government performance and realizing various programs that are more or less influenced by how the regional budget is managed. Optimization of regional budgets is indicated by the high absorption capacity of budget spending such as capital and infrastructure.The results showed that the local government was considered to have carried out various efforts and policies by encouraging the development of people's lives. The realization of the government expenditure budget is considered to have interconnectivity with the concept of maqasid al syari'ah. Massive acceleration of budget absorption is carried out so that dependence from the central and provincial levels can be minimized. Assessment of the local government in budget management has reflected the government's performance every year. The realization of these regional budget expenditures has a broad impact on the standard of living of the community, especially in the provision of better basic services for its citizens. There are pro-people policies that are protective, responsive, constructive and aspirational. The preference for the application of the maqasid al syari'ah value in realizing the regional budget is measured based on its function as stated in the maqasid al syari'ah. The preference for applying maqasid values requires innovative breakthroughs so that budget realization leads to actualization and context, not to formality and text.
