State governments differ widely in the extent to which they rely on local control or state override procedures as decision processes for siting hazardous waste management facilities. A report is presented of state approaches to this question & their results to date, focusing on comparison among four primary approaches to the role of government: state preemption, state override, local veto, & state procedural restraints. Results suggest that few facilities have been sited under any of these procedures, but that state preemption & override processes are not necessarily more effective than local veto or more modest procedural restraints. In principle, the combination of local control with modest state restraints to ensure fair procedures & reasoned criteria for decisions seems most consistent with US political traditions of self governance. 1 Table, 9 References.
